Regional Procurement Manager
Job Summary:
This position, open for local national only, will be located in RTI’s Asia Regional Office in Jakarta and will support RTI’s projects in the Asia region.
The Regional Procurement Manager, in the Office of Procurement is a member of the Regional Office procurement function and participates in activities on behalf of the organization. The day-to-day activities of this position encompass all aspects of supply chain management, from market research and supplier identification to logistics and post procurement support. This position will act as a primary procurement resource in the Asia region to ensure that all projects and corporate purchases are made according to RTI/USAID/DFAT rules and regulations as well as aligned with strategic sourcing initiatives. This position will also be responsible for the administration of RTI’s procurement policies and procedures in Asia project offices which encompass procurement of technical services as well as goods/commodities.
This position will report to the Senior Regional Procurement and Grants Manager.
Essential Duties and Responsibilities
- Effectively advise and communicate RTI Procurement Policies and Procedures to project and Regional office staff.
- Conduct training on a regular basis for regional and project staff regarding procurement, sourcing, contracting responsibilities, ethics and general guidelines on property management.
- Review procurement files for compliance with RTI and Client/USAID/DFAT requirements including supplier identification, competition, source justification and/or price reasonableness.
- Verify that all procurements are approved and executed in accordance with applicable client regulations and RTI Procurement Policies and Procedures. Assist and provide oversight to sourcing in support of project activities on an as-needed basis
- Ensure quality control over regional office procurement function
- Investigate ways to improve efficiencies, troubleshoot problems and implement new approaches to procurement while working with all stakeholders.
- Identify and develop qualified suppliers for a broad range of commodities and services in support of regional project activities with the goal of undertaking enhanced supplier surveillance functions.
- Draft, negotiate and execute all types of contracts with 3rd parties and documents within signature authority. (Examples include: Purchase Orders, Master Service Agreements, Consulting Agreements, Sub grants)
- Facilitate communication and cross learning for all Asia based procurement dedicated staff
- Provide on-site operational assistance for projects during mobilization/implementation period and as-needed for other major procurement activities; provide demobilization/closeout support as needed.
- Serve as primary point of contact for management and administration of leases with respect to office, residential, warehouse and equipment requirements for Asia region.
- Draft and coordinate submission through RTI’s Contracts Office for client requests of procurements that require prior approval
- Maintain procurement commitments in RTI’s finance and accounting systems
- Provide support to the projects and assistance with resolution of the following:
- Quality Control or compliance issues
- Audit (Internal/External) findings and observations
- Drive innovation and a focus on continuous improvement for procurement activities in the region as a valued extended member of the Home Office International Grants & Procurement Team
- Serve as the back up to the Regional Grants function
- Masters with six (6) years of relevant experience or a bachelor’s degree plus ten (10) years of related experience.
- Knowledge of procurement/contracts principles and terminology as well as basics of contracts administration and finance or accounting.
- General background, understanding of and experience with various procurement and/or logistics activities including Subcontracts, Purchase Orders and Consulting agreements.
- Knowledge of, and experience with, the use and interpretation of regulatory material such as the Federal Acquisition Regulations (FAR), Agency Supplementary Regulations (especially various USAID regulations and policies), Code of Federal Regulations, and Uniform Commercial Code.
- Experience working under USAID or DFAT funded international projects is highly preferred.
- Working knowledge of sourcing and management of grants and subcontracts are preferred.
- Ability to establish and maintain effective working relationships with co-workers, supervisor, project staff, and clients.
- Excellent written and spoken communication skills in English, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships
- Detail oriented and highly organized, able to support and respond to the needs of the field office finance teams as quickly as possible to enable consistent project service delivery
- Work well under pressure in a fast-paced, dynamic environment
- Strong negotiation skills
- Demonstrate a flexible work attitude: the ability to work productively in a team environment and a matrix organization, as well as to work independently, and the ability to meet unexpected demands
- Possess strong computer skills: ability to work with Microsoft Office product suite, and e-mail/internet software applications
- Must have the ability and willingness to travel outside country of residence, up to 30%.
