POSITION INFORMATION

Position Title: Program Officer – USAID CEGAH

Location: Jakarta, Indonesia

PROGRAM BACKRGOUND
USAID CEGAH is an initiative by USAID/Indonesia that seeks to address the complex phenomenon of corruption by attacking a wide range of its contributory causes. Working with a diverse group of partners including both governmental and non-governmental organizations, USAID CEGAH focusses on strengthening Government of Indonesia (GOI) efforts that reduce corruption vulnerabilities in existing systems, complementing Indonesia’s Impressive and ongoing corruption enforcement achievements.

USAID CEGAH’s three components include:

  • Effectiveness of the justice sector to prosecute and adjudicate corruption cases increased;
  • Key GOI corruption prevention institution strengthened; and 
  • Civil society initiatives on accountability increased.
The Asia Foundation (TAF) together with MSI International, a subsidiary of Tetra Tech., a global multi-specialist consulting business, headquarters in the USA, have been selected to implement CEGAH project, a five-year program funded by the United States Agency for International Development (USAID) in Indonesia. TAF is responsible for the implementation of component 1 and 2 Required Task under component 3. Main GOI partner for CEGAH activities under these 2 components are Supreme Court, Attorney General’s Office and KPK. As for CEGAH CSO partners.

SUMMARY OF JOB RESPONSIBILITIES
The Asia Foundation seeks qualified candidates for Program Officer – USAID CEGAH position to provide direct management and implementation of USAID CEGAH Program especially under component 2 on the rule of law. S/he is responsible for the day-to-day management of partner programs within the component, in close cooperation with the other Program Officers within the unit and with the Director of Law and Program Coordinator (Component Leader) and program team management at MSI International. S/he is responsible for program development and conceptualization, implementation, and reporting, grants management and program spending. S/he will also contribute to monitoring/evaluation in cooperation with the Monitoring and Evaluation Manager of USAID CEGAH Program.

JOB FUNCTIONS

PROGRAM DEVELOPMENT AND ADMINISTRATION
Conduct day-to-day management of USAID CEGAH program – including liaising and providing input to partners, developing themes for new programs, monitoring program implementation, reviewing program outputs, providing technical assistance where necessary by serving as facilitator, speaker, editor and such, for partner programs and products, and, along with the Program Coordinator (Component Manager), representing the programs to USAID CEGAH management, donors and government counterparts.

Work with existing and prospective grantees to develop program activities; determine project feasibility; monitor and facilitate program; obtain timely and useful reports; critically evaluate outcomes; review incoming proposals, manage proposal tracking system, and work with national and local organizations to refine proposals and program designs.

Conducting preparatory work of procurement/bidding process (e.g. prepare TOR for procurement of activities, announcement, bidders conference (etc), manage process of developing program proposal to issuance of Letter of Grant (LG), budgets and cost analysis to monitoring and reporting on program to donors and all related documents of the process.

Under the supervision of Program Director, design and implement USAID CEGAH program work plans and contribute to the development and implementation of Monitoring and Evaluation measures.
Provide technical assistance as needed to local partners to develop work plans and M&E measures.
Manage good relations with various program stakeholders (TAF and its CSO partners, MSI, government counterparts and other relevant stakeholders).

Coordinate with other units as needed to facilitate cross-fertilization and internal networking.
Provide annual and semi report highlights and other information on Foundation programs.
Represent The Asia Foundation at conferences, events and donor coordination meetings as required. Public speaking and contributing to publications on our work may be required.

GENERAL

  • As a key member of staff, participate in team meetings to contribute to ongoing program planning, problem-solving, and knowledge sharing.
  • Contribute to the dissemination of program activities and research results.
  • Monitor important social, political and economic developments in-country.
  • Understand and comply with requirements placed on the Foundation by our donors. Respond to periodic requests from the Foundation’s San Francisco or Washington offices for program updates or examples of program impact.
  • Other relevant tasks as required.

REQUIREMENTS

  • Minimum of 5 years work experience in designing and implementing international development programs, with a strong background or specialization in justice sector, anti-corruption, legal reform and civil society development; 
  • Experience in project management and strategic grant-making;
  • Knowledge of and experience with Indonesian law and justice reform process, including anti-corruption initiatives;
  • Experience supporting the development of CSO networks and interactions between these networks and government counterparts, including judiciary and law enforcement agencies such as KPK, AGO, Judicial Commission, and Prosecutorial Commission;
  • Experience and high skills as well as knowledge in facilitating, project report writing;
  • Prior experience working for international organizations or donor agencies is a plus;
  • Advanced degree in Law or social and political science; have a strong network with judicial and legal reform community;
  • Excellent verbal and written communication skills in both English and Bahasa;
  • Strong written and analytical skills;
  • Pro-active and responsive in nature;
  • Able to work in tight schedule, high pressure working environment;
  • Able to work in a team or independently with minimum supervision;
  • Excellent interpersonal skills including the ability to maintain good relations with government representative, CSO’s, donors and colleagues.

SUMMARY OF JOB RESPONSIBILITIES
The Asia Foundation seeks qualified candidates for Grants Assistant – PEDULI position to conduct review or a sample checking of partners financial reports (financial transaction’s supporting documents, accounting data and TAF standard financial reporting) and prepare financial report review result. Assist the Foundation to ensure completeness of grants file.

JOB FUNCTIONS
GRANT/FINANCE ADMINISTRATION:

  • Review/conduct sample checking of implementing partner financial report on completeness, accuracy and compliance.
  • Prepare the review result for GO to finalize and represent GO to communicate to implementing partner when needed.
  • Under the assignment from the Grants Coordinator/Manager, assist the Grants and Contract Unit on grants administration.
  • Double check the completeness of partner grant file – financial and grants administration related.
  • To assist GO in-charge in maintain the grant tracker.
  • Close coordination with the GO in charged on financial report status, especially for findings needs a follow up action such as; lack of supporting documents and potentially to a report and documents falsification as well as partner internal control weaknesses issues.

REQUIREMENTS

  • Three to five years of progressively responsible experience in accounting;
  • Experience in donor-funded grant-related work will be an advantage;  
  • Minimum four-year degree in accounting or finance-related educational subject;
  • Good knowledge in financial reporting standard and general accounting principles;
  • Good analytical skills;

SUMMARY OF JOB RESPONSIBILITIES
The Asia Foundation seeks qualified candidates for Grants Officer for USAID CEGAH project position. The Grants Officer has an overall responsibility to conduct the pre award assessment/financial survey of shortlisted new partners, check all partners’ financial reports following the checking guidelines in the partner audit policy, for financial accuracy, compliance with the sub grant agreement terms and the rules and regulations of the Foundation and the Donors (USAID). Provides document related to grants and contract award for selected partners through open tender or pre-allocated process for donor’s approval, update and manage project’s procurement list. Work with program units in organizing tender process. Ensures that the expenditure incurred by the partner organizations are within the budgets provided and that they are reasonable, in line with market price, project standard, and relevant to the funded grant.
Provides training to the staff of the grantee organization in Quick books accounting software. Responsible for providing guidelines, other technical assistance to partners’ understanding of the financial accounting, reporting and supporting documents and filing responsibilities. Works with the program units in resolving partner’s grant award, financial accounting and reporting problems. Check amending letter of grant between partner organization and the Foundation. Responsible for accounting for cost share information provided by the grantees. Responsible in meeting with project external auditor, supplying all required documents and information, and responding to audit findings.
RELATIONSHIPS
INTERNAL:
Daily contact with the Program Coordinator (Component Leader), Program Officers, Program Assistants, Director of Grants and Contract, and other Grants Officer; Regular contact with the Finance Officer-Projects, Finance Officer-Awards, Accountant (payments) , Director of Finance.
EXTERNAL:
Contact with Audit organizations, Donor Organizations, Partner Organizations
JOB FUNCTIONS
PARTNER MANAGEMENT
  • Conduct pre award assessment/financial survey to the shortlisted partners and Ensure that all partners meet adequate pre-award requirements before agreements are signed.
  • Participate in reviewing and revise tools used to conduct pre award requirement, partner financial and accounting guidelines and partner training materials.
  • Provides document related to grants and contract award for selected partners through open tender or pre-allocated process for donor’s approval; update and manage project’s procurement list.
  • Remind the partner if the financial report is overdue. 
  • Review partner financial report on completeness, accuracy and compliance, send the review result, follow up and resolve the issue with partner staffs (finance & program). Ensure safe custody of the partner’s supporting documents until they are checked and returned. Keep program colleagues informed as needed.
  • Advise partner's fund transfer base on the financial report submission, after considering the grantee's bank balance and their needs, and consulting with Director of Grants and Contract and Program Team member. 
  • Conduct field visit to grantees office/program field (if necessary). Build grantee capacity and resolve the issue appear in the field. Provider field visit report to the supervisor and discuss any issue during the visit. Conduct close out process to each partner and make sure that they are ready for audit.
  • Giving an input and provide training for partner capacity building process, guideline preparation process, based on the audit report/findings.
  • Maintain a good partner grant file - financial related.

PARTNER AGREEMENTS
  • Institute measures with the Letters of Grants to reduce the Foundation’s risk in cases where partners need capacity improvement (ie., replacing accountants, ensuring a tight financial reporting schedule, not making too-large advance payments, etc)
  • Prepare the document related LG development and make recommendations to Program staff as needed.
  • Notify program Director if over/under spending occurred and may require an amendment.

MANAGE AUDITS OF PARTNER
  • Prepare the audit TOR and coordinate with procurement unit for the procurement process. Organize the entrance and exit meeting, provide the necessary documents, explanation/information related to grantee audit, provide explanations and supporting information as well as negotiating towards minimizing audit findings, drafting audit response, and review draft audit reports.

OTHER
Other duties and responsible which may be assigned by the Director of Grants and Contract and Director of Law from time to time.

REQUIREMENTS
  • Three to five years of progressively responsible experience in accounting, audits and sub-grants management; experience in managing grants and contract of USAID Project is an advantage.
  • Experience in international audit organizations dealing with audits local nongovernmental organizations, or strong experience in dealing with audits in an international development organizations preferred.
  • Minimum bachelor degree in Accounting or Finance related subject from a recognized University. Master degree in an advantage.
  • Proficiency in English – written and spoken
  • Proficiency in Bahasa Indonesia - written and spoken
