This position will be based in Ujung Kulon and report to Ujung Kulon Project Leader. The job holder will be responsible to contribute in budgeting and ensuring fund availability as well as program budget, and it also includes projecting budget position to ensure the balance of budget allocation for all components of program implementation, operational, staff cost; ensure that budget management and financial administration for WWF-Indonesia’s Ujung Kulon project is efficiently and effectively implemented in accordance to donors’ regulations, administrative policy, finance and personalia of WWF-Indonesia, Indonesia’s accountancy standards (Standar Akuntansi Indonesia – PSAK) so that financial performance in WWF-Indonesia’s Ujung Kulon Project can be achieved in line with plans and strategies of the project, and complied to standard of internal and external audit.

Requirements for This Position are:

  • Minimum of bachelor degree from Accountancy or Financial Management
  • Minimum of 5 years of experiences in management of project budget

Badan Kerjasama Antar Parlemen (BKSAP) DPR RI Membuka Lowongan Tenaga Non PNS Tahun 2017

The Committee for Inter‐Parliamentary Cooperation (Badan Kerjasama Antar Parlemen  ‐ BKSAP) is the body in DPR RI which has the task to promote parliamentary diplomacy at bilateral, regional and international level. The current increasing activities of parliamentary diplomacy and the dynamic of international politics needs greater role of the Committee.

The Committee invites committed, intellectual, hard‐working, and highly motivated individual to fulfill the vacant post of fulltime Expert Staff for the Committee for Inter‐Parliamentary Cooperation DPR RI. The position will be based on contract until 2019 and renewable.

Duties and Responsibilities

  • Tracking current issues and events within the international politics;
  • Analyzing international issues in relations with parliamentary diplomacy in bilateral, regional and international scope;
  • Preparing position papers on social and political affairs, such as gender issues, MDGs, poverty, disaster, education, health, environment, human rights, international trade, international economy, peace and security, global partnership, etc.

General requirement:

  • Maximum age is 60 years
  • Good conduct (police clearance)
  • Never be dismissed not with respect from previous employment
  • Physically and mentally healthy and drug‐free
  • Not concurrently work for other agency / institution
  • Willing to sign the integrity pact once admitted
Required Skills and Experience

  • Post graduate degree, majoring in international politics/ international economy/international law/ international strategic and security studies/ or regional studies with GPA minimum 3 (4 scale), preferrably from overseas university;
  • Strong written and spoken skill in English (with minimum TOEFL score 550 or IELTS Score 6,5)
  • Having few years of experience in related field (e.g. research centre/international institutions/academic institutions) is a must

RFP - HR Management Trainer, JABODETABEK - Indonesian

Job Title: HR Management Trainer

Report to: Grants Manager

Background
LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President's Emergency Plan for AIDS Relief. Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations. The approach focuses on reaching key populations, ensuring testing, improving their enrollment in HIV care and treatment, and retaining them in the service continuum over time. Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs and government, and to provide capacity development support through provision of direct technical assistance as well as through South to South mentoring. Targeted focus areas for LINKAGES are the five districts of Jakarta and three districts in Papua.

LINKAGES Indonesia is partnering with 9 CSOs in Jakarta and 3 CSOs in Papua to reach out to key populations in target focus areas of LINKAGES.  LINKAGES also is partnering with 4 private clinics, to develop their capacity to be an effective and efficient facilities and KP friendly at the same time.

To support the development of organizational capacity of these partners, it was determined through ITOCA process that the partners need Human Resources Capacity Development such as reviewing and improving HR manuals to consider the best practice of recruitment, grading/payroll system and working hour management and how to apply it.

A one-week workshop will be conducted to all CSOs and Clinical partners of LINKAGES to develop HR Management capacity of the partners, and LINKAGES would need consultant/s to be the facilitator of the workshop.

Objective
The goal of the workshop is to give understanding to the importance of a good management of Human Resources and how to apply it to each perspective organization of LINKAGES partners.  The main aspects that will be trained are: Updating Human Resource Manual to adopt HR management best practices and to match to the needs of organization and how to perform.

Expected result of the workshop are:

  • Each partner understands the importance of a good Human Resource Manual
  • Participants will have knowledge the best practices and how to do:
    • Time recording (working hour (to different project), annual and sick leave, etc)
    • Recruitment and termination
    • Setting up grading system, promotion mechanism and salary increment mechanism
  • Participants will have the ability to update Human Resource Manuals

  • Prepare for workshop module and materials for HR Management Workshop that covers the main aspects written in the Objective section
  • Perform 4-day workshop

ROLE PURPOSE:
The Director in his/her capacity will work with the CEO to provide overall leadership, vision, strategic direction and management of Yayasan Sayangi Tunas Cilik’s advocacy work across thematic areas and ensure that advocacy is an integral part of Save the Children’s Theory of Change.  Specifically, he/she is responsible for the development and implementation of advocacy and campaign strategies that will influence government and institutions in changing and/or strengthening the implementation policies and practices to fulfill children’s rights.

Working with the CEO and senior leadership team, the post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organisation are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Member Accountability Framework.
As a member of the Indonesia Leadership Team (ILT), the Advocacy and Campaigns Director shares in the overall responsibility for the strategic direction, resourcing, oversight, governance, and coordination of Yayasan Sayangi Tunas Cilik’s operations in Indonesia within the agreed framework set by the Board of Patrons and the MOU with Save the Children International. EQWIP HUBS is a dynamic platform of diverse actors and young people working together to develop solutions to both local and global social, economic and environmental challenges in six countries around the world.  EQWIP, an innovative youth serving partnership between Canada World Youth (CWY) and Youth Challenge International (YCI) has brought together a global consortium including UN-HABITAT, TakingITGlobal (TIG) and the Education Development Centre (EDC) to collaborate on this initiative.
Through 17 youth centered EQWIP HUBS in urban areas in six countries, participatory programming supports young people in accessing a sustainable livelihood.  Through the engagement of a multi-stakeholder EQWIP HUB Network, EQWIP HUBS fosters a supportive and responsive enabling environment for youth livelihood activities by providing mentorship, coaching and access to capital. The EQWIP HUB Network will strengthen the capacity of public and private sector stakeholders and civil society related to youth mainstreaming for policies, products and services.

POSITION DESCRIPTION
The Country Manager for Indonesia, reporting to the Chief of Party based in Ottawa, will bring initiative, innovation and leadership to the management of the EQWIP HUB project, across the national EQWIP HUB locations and will be accountable for achieving project results at the country level.
KEY RESPONSIBILITIES
  • Provide leadership and management for the delivery and oversight of the project in Indonesia.
  • Monitor and manage annual and multi-year program budgets, ensuring compliance with programme, donor regulations and requirements.
  • Mitigate risk by identifying areas of risk and take steps to reduce vulnerabilities.
  • Carry out management responsibilities in accordance with project’s policies and applicable laws including recruitment, development, performance management, risk management to ensure quality project delivery.
  • Ensure preparation and submission of financial and project activity reports according to the project reporting processes and standards.
  • Ensure and manage conditions for performance and project delivery through staff and in- country Canadian volunteers.
  • Provide guidance, support and leadership to Canadian volunteers.
  • Provide guidance regarding tools and strategies to ensure that programming is based on input from stakeholders, a thorough understanding of the context, and technical best practices.
  • Ensure program quality and timely program delivery through implementation of project review systems, comprehensive M&E systems, and staff/partner development.
  • Remain well-informed about national and regional issues affecting youth and where possible position the project to respond appropriately.
  • Lead the development and update of sector strategies in relevant areas of programming and ensure it is complimentary to strategic planning at both the country level and globally.
  • Provide strategic support to ensure that activities are meeting their goals and targets, recommend program adjustments when necessary to keep the project on track.
  • Liaise and coordinate with technical consortium partners, implementing partners and key local/national actors (public and private sector) to ensure effective delivery of activities.
  • Engage private sector and relevant actors in forming a multi-stakeholder network to support youth employment/entrepreneurship objectives.
  • Perform other duties as delegated by the Chief of Party.
QUALIFICATIONS
  • Applicant MUST be citizen of Indonesia.
  • University Diploma.
  • At least 5 years of progressively responsible management and leadership experience at a management/director level.
  • Understanding of, and compatible vision, for effective community development with a focus on networking and organizational management skills.
  • Ability to work with and through partners.
  • Demonstrated passion for working with youth and an understanding of the current situation for young people.
  • An appreciation of the contribution of volunteers to international development and ideally, experienced in supporting or working with volunteers.
  • Ability to cultivate relationships and deliver programming through a range of stakeholders, including civil authorities, community group leaders, donors, private sector and other international NGOs, on initiatives.
  • Experience with current approaches to adult learning, participatory methods for M&E and partnership development.
  • A successful track record in supervising, designing, managing and implementing donor-funded projects.
  • Sound financial planning and budget management skills.
  • Proven ability to develop, implement, monitor and deliver results through work plans and training plans.

Build Change designs disaster-resistant houses and schools, trains homeowners, builders, engineers and government officials to build them, works with governments to develop and implement building standards, partners with the private sector to improve building materials quality and create jobs, and facilitates access to incentive-based capital for reconstruction and retrofitting by partnering with financing institutions and government subsidy programs. Build Change started its work in Aceh, Indonesia after the 2004 earthquake and tsunami and has since expanded to include programs in China, Haiti, Colombia, Guatemala, Nepal, and the Philippines. Build Change has trained more than 25,300 people on earthquake-resistant design and construction techniques, guided 31 organizations in using homeowner-driven design, created almost 12,000 jobs and provided technical assistance for more than 48,700 safer buildings, impacting an estimated 245,026 people.

Responsibilities:
For the position of Project Engineer, Build Change is seeking an exceptionally competent structural engineer with experience designing and building earthquake-resistant low-rise buildings, such as houses and schools in Indonesia.  Experience in structural engineering in other countries with well-established code adoption and enforcement is a strong plus.  In addition, the successful applicant will have a proven management track record, excellent teamwork skills, a history of building relationships with partners and clients, and demonstrated ability to communicate technical terms and concepts to non-technical persons.

This position reports to the Program Manager for Indonesia, and receives technical direction from the Director of Engineering.

Technical Responsibilities

  • Develop thorough, comprehensive understanding of the structural engineering design resources developed by Build Change for use in Indonesia for confined masonry, timber buildings, and retrofitting solutions. 
  • Take the technical lead in school seismic retrofit initiatives, including leading the project development and design process and the team in conducting the subsequent construction supervision.
  • Assist in controlling the quality of design information & implementation for projects in Indonesia.
  • Assist in the revision or development of new structural engineering technical resources, including but not limited to structural and architectural drawings, bills of quantity, construction checklists, and training materials for partners and clients.
  • Implement technologies and solutions that are consistent with Build Change’s philosophy of earthquake-resistance, sustainability, and cultural appropriateness.
  • Assist in the development and implementation of training for engineers, architects, drafters, and other technical staff.
  • Solve problems and generate solutions in the field for special cases, especially retrofits and additions to existing buildings.
  • Assist in the development of technical resources and implementation of projects in other Build Change country programs as directed by the Director of Engineering.

Project Management Responsibilities

  • On a project-by-project basis, implement the project work plan as developed with the Program Manager and/or Director of Engineering. 
  • Maintain ownership of project milestones and consistent communication with the Program Manager regarding schedule or deliverable challenges.
  • Work with project technical staff to ensure their proper and effective implementation of the project work plan.  Work with Program Manager to resolve any staffing issues if they arise.
  • As needed, represent Build Change in meetings and communications with project partners as coordinated with the Program Manager and Director of Engineering.
  • Prepare monthly reports and contribute to internal and external project reporting.
Qualifications:
  • Minimum 6 years professional experience in structural engineering and seismic design and supervision of building construction in Indonesia.
  • Experience in school building design and construction is a strong plus.
  • Experience in structural engineering design and construction administration in other countries with well-established code adoption and enforcement is a strong plus.
  • Demonstrated experience working successfully in a team environment, as well as managing a team of technical staff, and delivering outcomes on time.
  • Understanding of earthquake-resistant design and construction of confined masonry, reinforced concrete, and timber buildings for both new and retrofit buildings.
  • Building Engineering license (or equivalent) in civil (structural) engineering.
  • Familiar with international building codes and guidelines, especially those applicable to the Indonesian context.
  • Cost estimating, structural design software, and 2d AutoCAD literacy.
  • Top-performing educational background in structural engineering, with strong earthquake-resistant design orientation.
  • Effective, timely and clear professional communication skills, including formal and informal oral communication, written communication and visual aids.
  • Experience in teaching or instruction is a plus.
  • Hands-on construction experience in masonry, reinforced concrete, and carpentry is helpful.
  • Work experience in an elite management setting, or some kind of successful entrepreneurial experience such as starting a field program in a developing country, leading a large event, or starting a business.

Build Change has been providing technical assistance and basic business training for 90 brickmaking SMEs in Lubuk Alung sub-district, Padang Pariaman, to improve the bricks quality and increase the business income under its Better Building Materials (BBM) program.  A brickmaker cooperative has been established to create a distribution network of good quality bricks that have been produced. For the position of Project Manager, Build Change is seeking an exceptional, driven, and experienced candidate with proven management and communication skills to lead the  project implementation. Curiosity, optimism, tenacity, and a willingness to find and implement sustainable solutions are key attributes. Hands-on construction experience is helpful but not required if the candidate understands and can articulate fundamental concepts of disaster-resistant design and construction including the relation with building materials. Experience in developing and promoting a medium business scale is a strong plus. In addition, the successful applicant will have excellent teamwork skills.

This position reports to the Indonesia Program Manager.

Project Management Responsibilities

  • Maintain ownership of project milestones, ensure the strategies and work plan are being well implemented, resolving immediately issues related to project as they arise in order to maintain project schedules and objectives.
  • Develop a full understanding of business development strategy for use in promoting brick maker cooperative and expand its business while maintaining the product quality.
