Job Title: HR Management Trainer

Report to: Grants Manager

Background
LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President's Emergency Plan for AIDS Relief. Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations. The approach focuses on reaching key populations, ensuring testing, improving their enrollment in HIV care and treatment, and retaining them in the service continuum over time. Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs and government, and to provide capacity development support through provision of direct technical assistance as well as through South to South mentoring. Targeted focus areas for LINKAGES are the five districts of Jakarta and three districts in Papua.

LINKAGES Indonesia is partnering with 9 CSOs in Jakarta and 3 CSOs in Papua to reach out to key populations in target focus areas of LINKAGES.  LINKAGES also is partnering with 4 private clinics, to develop their capacity to be an effective and efficient facilities and KP friendly at the same time.

To support the development of organizational capacity of these partners, it was determined through ITOCA process that the partners need Human Resources Capacity Development such as reviewing and improving HR manuals to consider the best practice of recruitment, grading/payroll system and working hour management and how to apply it.

A one-week workshop will be conducted to all CSOs and Clinical partners of LINKAGES to develop HR Management capacity of the partners, and LINKAGES would need consultant/s to be the facilitator of the workshop.

Objective
The goal of the workshop is to give understanding to the importance of a good management of Human Resources and how to apply it to each perspective organization of LINKAGES partners.  The main aspects that will be trained are: Updating Human Resource Manual to adopt HR management best practices and to match to the needs of organization and how to perform.

Expected result of the workshop are:

  • Each partner understands the importance of a good Human Resource Manual
  • Participants will have knowledge the best practices and how to do:
    • Time recording (working hour (to different project), annual and sick leave, etc)
    • Recruitment and termination
    • Setting up grading system, promotion mechanism and salary increment mechanism
  • Participants will have the ability to update Human Resource Manuals
SCOPE

  • Prepare for workshop module and materials for HR Management Workshop that covers the main aspects written in the Objective section
  • Perform 4-day workshop
  • Conduct pre and post workshop assessment
  • Workshop Final Report

Responsibilities
  • Support the administrative and financial organization of the scholarship programme
  • Prepare payments for all fund ransfers related to scholarship programs
  • Monitor the payment disbursement process
  • Regularly review the procedure and standard documents and forms of the scholarship programme and make necessary adjustments and/or revisions
  • Draft financial reports
  • Provide relevant information to Senior Scholarship Officer for report-writing purpose.
  • Reporting to Team Coordinator Scholarships on daily basis and periodically to the director.
Requirements
  • Bachelor’s degree (S1) in a relevant subject
  • Minimum of 2-3 years working experience in a relevant position
  • Knowledge of and experience in Accounting or Finance
  • Ability to prioritize and work to deadlines
  • Excellent English communication skills and Bahasa Indonesia in speaking and writing
  • Knowledge of another ASEAN language would be an advantage

Initiative Description:
EQWIP HUBS is a dynamic platform of diverse actors and young people working together to develop solutions to both local and global social, economic and environmental challenges in six countries around the world.  EQWIP, an innovative youth serving partnership between Canada World Youth (CWY) and Youth Challenge International (YCI) has brought together a global consortium including UN-HABITAT, TakingITGlobal (TIG) and the Education Development Centre (EDC) to collaborate on this initiative.

Through 18 youth centered EQWIP HUBS in urban areas across 6 countries, EQWIP HUBs  participatory programming  supports young people in accessing a sustainable livelihood.  Through the engagement of a multi-stakeholder HUB Network, EQWIP HUBS  fosters a supportive and responsive enabling environment for youth livelihood activities by providing mentorship, coaching and access to capital. The HUB Network will strengthen the capacity of public and private sector stakeholders and civil society related to youth mainstreaming for policies, products and services.

EQWIP HUBS is a team of energetic, skilled and passionate individuals who are motivated by the prospect of exploring new and creative approaches to solving complex global challenges.

Position Description:
The Trainer, reporting to the HUB Coordinator, will deliver EQWIP HUBs training at various project locations in the country.  S/he will facilitate and coordinate training activities for young people, including related training support services, to build livelihood capacity.  S/he will establish and maintain positive, collaborative and productive relationships with project staff, implementing partners, youth participants and relevant stakeholders.

KEY RESPONSIBILITIES
  • Coordinate youth participant outreach, application process and selection
  • Support coordination of training schedule in and outside of HUB
  • Oversee printing/production of training materials and resources
  • Lead training activities
  • Ensure quality management of training
  • Facilitate data collection for M&E framework
  • Liaise and coordinate with consortium partners and implementing partners to ensure effective delivery of training activities
  • Perform other duties as delegated by the HUB Coordinator
ESSENTIAL QUALIFICATIONS
  • University Diploma
  • 5 to 7 years of facilitation, training and coordination experience
  • Understanding of and experience with participatory training techniques

Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the biggest regionalsection of the United Cities and Local Governments (UCLG) in which its Secretariat is based in Jakarta, Indonesia. UCLG is a worldwide association of local governments and the officially recognized voice of local governments by the United Nations. UCLG ASPAC has linkages to more than 7,000 local governments. It represents well over 3.76 billion people - more than half of the world population - and incorporates economically fast developing countries such as China, India, and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmemes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, disaster resiliency, culture, strategic planning, decentralization, local finance, gender equality, women leadership and empowerment as well as good governance.

The Capacity Development and Training Manager or CDT Manager will be hired for 2 (two) years period with possibility of extension, based on performance, and will be placed at UCLG ASPAC Secretariat Office in Jakarta. The Post is to support the Secretary General and lead the Capacity Development and Training Division

Objective and goal:
  • To lead the development, ensure and coordinate implementation of the capacity development approach for local governments.
  • To provide ideas and inputs in developing and designing the strategies and technical issues concerning capacity development.
  • To design the training and capacity development plan.
  • To draft and consolidating the specific requirement of proposal related to capacity development and training.
  • To be the leading role on developing and producing the capacity development activities in website, publications, and social media.
Scope of Work/Key Duties
Under this Scope of Work, the CDT Manager will carry out the following key activities:

Strategy and Development
  • Contribute to the creation and implementation of the best practice capacity development and training strategy, policies, processes and procedures to aid and implement vision and mission UCLG ASPAC
  • Initiate strategic engagement discussion and contribute to the understanding of the approach to capacity development
General & Task Management
  • Responsible for capacity planning and for development in engaging members
  • Support the further sensitization, ownership and implementation of the capacity development process
  • Design the organizational development capacity building plan, including training and curriculum development.
  • Ensure the capacity development milestones are integral with UCLG ASPAC’s mission and vision.
  • Organize and implement training activities for UCLG ASPAC’s members and partners.
  • On the basis of the capacity assessment process and reports, support and oversee the implementation of capacity development plan to achieve the milestones identified and address the identified capacity gaps.
  • Provide authoritative policy advice and technical guidance on capacity development implementation and delivery.
  • Responsible in designing the monitoring and evaluation tools of measurable capacity development indicators.
  • Leading role for the process od selection third party for the implementation of capacity development activities as required.
  • Supervise the implementation of the capacity development plan and report on the outcomes based on the existing milestone.
  • Provide technical guidance and operational support to enhance performance and quality assurance, share knowledge and build capacity
  • Collaborate with development partners and stakeholders in establish the capacity development plan
  • Establish the dialogue with donors,  partners and stakeholders to maintain effective working relationships, sustain interest, and increase cooperation
  • Leading role in coaching and monitoring to partners to support the capacity development process
  • Have close coordination with the Media and Communication Department in advertising and promoting capacity building and training programmes of UCLG ASPAC.
  • Have close coordination with the Strategic Services Department and the Members Service Department in evaluating members needs assessment.
People Management
  • Manage, coach and develop a high performing team that meets agreed objectives, delivers best practice result and works to make continuous improvements
  • Set Division’s objectives  and review ways in which to enhance the performance of the capacity planning department and add value
  • Report the achievement of targets and identify any actions required
Financial Budget and Control
  • Input and hold responsibility for capacity planning budgets
Relationship Management
  • Collaborate with external stakeholders to obtain and ensure that current and accurate information is used for planning purposes to meet operational requirements
  • Regularly communicate plans and forecast to internal stakeholders and review plans to ensure efficient resource utilization
  • Ensure that effective data, statistical analysis and performance metrics are available to external stakeholders
Special Requirements of the Assignment
  • Minimum of a bachelor’s degree in development studies, social sciences and/or related fields, master degree preferable.
  • Minimum 10 (ten) years of professional experience in capacity development and working in a similar position in an NGO and/or an International Organization.
  • Demonstrated experience in influencing organizational change, coordinating and managing capacity building. Proficiency with activities, theories, methods and technology in capacity development
  • Demonstrated flexibility, adaptability, ability to perform, collaborate in challenging conditions
  • Strong strategic and planning skills
  • Ability to develop and sustain good working relationships internally and externally
  • Ability to organize the logistics for complex large scale training and /or capacity building events
  • Solid experience in the management of people and systems in high-pressure environments
  • Demonstrated experience working with local governments, multi-donor agencies, and or development partner.
  • Ability to communicate effectively, both orally and in writing (Indonesia and English)
  • Demonstrates openness to change and ability to manages complexities
  • Experience in working in an international environment, respecting different cultures and nationalities.
