EQSI Project Job Consultant: Program Pengembangan Kemitraan Reforestasi di Sulawesi Tenggara

Proyek EQSI saat ini membutuhkan Konsultan Program Pengembangan Kemitraan Reforestasi. Proyek EQSI dan Yayasan Kalla menganut, konsep kesetaraan kesempatan bagi setiap orang yang memiliki kualifikasi, tanpa memandang perbedaan jender, suku, agama dan asal usul, serta berkomitmen pada prinsip-prinsip perlindungan anak. Yang berpengalaman melakukan kegiatan Program Pengembangan Kemitraan akan di utamakan.

LATAR BELAKANG
Proyek EQSI adalah proyek kerja sama antara MCA-I, Yayasan Kalla, Kalla Kakao Industri (KKI) dan Lembaga Ekonomi Masyarakat Sejahtera (LEMS), dengan tujuan umum untuk mengurangi kemiskinan melalui pertumbuhan rendah karbon yang meningkatkan mata pencaharian masyarakat perdesaan di Indonesia dengan pola pendekatan  ramah lingkungan.  Proyek ini dimulai pada Januari 2016 yang akan melibatkan 20 Desa target dan beberapa Desa lain sekitarnya yang memiliki potensi kakao di wilayah Kabupaten Kolaka Timur, Kabupaten Konawe dan Kabupaten Konawe Selatan Propinsi Sulawesi Tenggara.

Salah satu komponen program EQSI adalah reforestasi atau penanaman kembali lahan-lahan hutan kritis, dengan targetrehabilitasi seluas 7.000 Ha. Sesuai dengan kondisi lahan, metode yang digunakan ada 2 yaitu penaburan benih dari udara (air seeding) dan penanaman manual. Penaburan benih dari udara pada lahan-lahan kritis di wilayah terpencil dan sulit (remote area) se`dangkan penanaman manual pada lahan-lahan milik masyarakat (hutan rakyat) dan kawasan hutan yang memiliki izin legal untuk meningkatkan penyerapan karbon dan memperbaiki kondisi hidrologis sekitar kebun kakao masyarakat, dan sekaligus menjadi sumber pendapatan alternatif masyarakat.

Kegiatan reforestasi banyak dan melibatkan berbagai pihak sehingga memerlukan dukungan berbagai pihak, baik pemerintah, swasta maupun masyarakat. Untuk itu, dilakukan upaya pengembangan program kemitraan dengan para stakeholders sebagai model kolaborasi antara para pihak (Pemerintah, EQSI – Yayasan Kalla / PT KKI dan Masyarakat Petani) dengan harapan besar terhadap keberhasilan program dan terwujudnya pengelolaan hutan lestari dan berkelanjutan.

Namun karena keterbatasan sumberdaya – staff, kami mengharapkan kerjasama dengan Konsultant atau narasumber yang berkompoten di bidang reforestasi berkaitan dengan program kemitraan.

TUGAS KONSULTANT / NARA SUMBER
Membuat pola pengembangan kemitraan dengan para stakeholder yang saling menguntungkan antara para pihak dan sesuai dengan aturan pemerintah yang berlaku. Focus utama kegiatan adalah penguatan peran dan fungsi para pihak khususnya kelompok masyarakat sehingga masyarakat dapat mengelola sumber daya pada komunitas mereka dan bertanggungjawab pada lingkungan dan memberikan manfaat nilai ekonomis sesuai dengan prinsip yang disepakati oleh seluruh masyarakat.

Adapun  pola pengembangan kemitraan yang kami harapkan adalah sebagai berikut:

  • Membangun pola kemitraan 3 pihak yaitu masyarakat petani, pemerintah dan swasta dalam pengelolaan hutan lestari dan berkelanjutan dengan mengacu pada peraturan pemerintah yang berlaku
  • Membahas hal hal penting yang membutuhkan tinjauan regular bersama stakeholders seperti menganalisa peraturan yang berlaku yang dapat menjadi payung hukum bagi perjanjian kerjasama tiga pihak
  • Terwujudnya partnership dan kolaborasi yang lebih kuat.
  • Memahami pendekatan untuk membantu petani hutan, menganalisa produktivitas di tingkat petani dan isu-isu penting yang mempengaruhi petani, serta memastikan peningkatan produktivitas terjadi.
  • Melakukan promosi yang bersifat propokatif di media cetak maupun elektronik dalam kaitannya akan potensi daerah namun terkendala regulasi.
KEGIATAN KONSULTAN / NARA SUMBER:

  • Persiapan dan perencanaan program, kegiatannya meliputi disksui dengan para stakeholder dan study pustaka
  • Pematangan dan penyusunan pengembangan program kemitraan, kegiatannya meliputi penulisan draft Perjanjian Kerjasama Kemitraan
    • Survey / Kunjungan ke lokasi berupa diskusi dengan masyarakat
    • Koordinasi dengan pemerintah setempat, KPHP Gularaya, Kadis Kehutanan Provinsi Sulawesi Tenggara, Biro hukum Provinsi Sulawesi Tenggara,
    • Koordinasi dengan kementerian kehutanan
  • Sosialisasi dan Penandatanganan perjanjian kerjasama kemitraan
  • Penulisan artikel reforestasi, promosi dan publikasi artikel di media nacional dan local.
WAKTU PELAKSANAAN

  • Kegiatan persiapan dan perencanaan di atas dapat mulai dilaksanakan pada minggu ke tiga bulan Maret 2017
  • Draft perjanjian kerjasama 3 pihak dapat selesai pada awal April 2017
  • Sosialisasi dan penandatanganan perjanjian kerjasama pada akhir bulan April 2017
  • Penulisan artikel program kemitraan reforestasi dan pemuatan di koran nasional dan lokal pada bulan Mei 2017.
  • Estimasi kegiatan pekerjaan konsultant 12 hari kerja.
KRITERIA KONSULTAN / NARA SUMBER
  • Berlatar belakang pendidikan Kehutanan dan pengalaman pengelolaan program-program kehutanan, konservasi dan rehabilitasi
  • Berpengalaman dalam program – program kehutanan, minimal 10 tahun.
  • Berpengalaman bekerja dengan Instansi Pemerintahan yang membidangi Kehutanan
  • Mengerti konteks pola kerjasama kemitraan program – program kehutanan dalam hubungannya dengan kehutanan social
  • Berpengalaman  dalam penulisan-penulisan perihal program kehutanan social

INITIATIVE DESCRIPTION
EQWIP HUBS is a dynamic platform of diverse actors and young people working together to develop solutions to both local and global social, economic and environmental challenges in six countries around the world.  EQWIP, an innovative youth serving partnership between Canada World Youth (CWY) and Youth Challenge International (YCI) has brought together a global consortium including UN-HABITAT, TakingITGlobal (TIG) and the Education Development Centre (EDC) to collaborate on this initiative.
Through 17 youth centered EQWIP HUBS in urban areas in six countries, participatory programming supports young people in accessing a sustainable livelihood.  Through the engagement of a multi-stakeholder EQWIP HUB Network, EQWIP HUBS fosters a supportive and responsive enabling environment for youth livelihood activities by providing mentorship, coaching and access to capital. The EQWIP HUB Network will strengthen the capacity of public and private sector stakeholders and civil society related to youth mainstreaming for policies, products and services.
EQWIP HUBS is a team of energetic, skilled and passionate individuals who are motivated by the prospect of exploring new and creative approaches to solving complex global challenges.
POSITION DESCRIPTION
The Country Manager for Indonesia, reporting to the Chief of Party based in Ottawa, will bring initiative, innovation and leadership to the management of the EQWIP HUB project, across the national EQWIP HUB locations and will be accountable for achieving project results at the country level.
KEY RESPONSIBILITIES
  • Provide leadership and management for the delivery and oversight of the project in Indonesia.
  • Monitor and manage annual and multi-year program budgets, ensuring compliance with programme, donor regulations and requirements.
  • Mitigate risk by identifying areas of risk and take steps to reduce vulnerabilities.
  • Carry out management responsibilities in accordance with project’s policies and applicable laws including recruitment, development, performance management, risk management to ensure quality project delivery.
  • Ensure preparation and submission of financial and project activity reports according to the project reporting processes and standards.
  • Ensure and manage conditions for performance and project delivery through staff and in- country Canadian volunteers.
  • Provide guidance, support and leadership to Canadian volunteers.
  • Provide guidance regarding tools and strategies to ensure that programming is based on input from stakeholders, a thorough understanding of the context, and technical best practices.
  • Ensure program quality and timely program delivery through implementation of project review systems, comprehensive M&E systems, and staff/partner development.
  • Remain well-informed about national and regional issues affecting youth and where possible position the project to respond appropriately.
  • Lead the development and update of sector strategies in relevant areas of programming and ensure it is complimentary to strategic planning at both the country level and globally.
  • Provide strategic support to ensure that activities are meeting their goals and targets, recommend program adjustments when necessary to keep the project on track.
  • Liaise and coordinate with technical consortium partners, implementing partners and key local/national actors (public and private sector) to ensure effective delivery of activities.
  • Engage private sector and relevant actors in forming a multi-stakeholder network to support youth employment/entrepreneurship objectives.
  • Perform other duties as delegated by the Chief of Party.
QUALIFICATIONS
  • Applicant MUST be citizen of Indonesia.
  • University Diploma.
  • At least 5 years of progressively responsible management and leadership experience at a management/director level.
  • Understanding of, and compatible vision, for effective community development with a focus on networking and organizational management skills.
  • Ability to work with and through partners.
  • Demonstrated passion for working with youth and an understanding of the current situation for young people.
  • An appreciation of the contribution of volunteers to international development and ideally, experienced in supporting or working with volunteers.
  • Ability to cultivate relationships and deliver programming through a range of stakeholders, including civil authorities, community group leaders, donors, private sector and other international NGOs, on initiatives.
  • Experience with current approaches to adult learning, participatory methods for M&E and partnership development.
  • A successful track record in supervising, designing, managing and implementing donor-funded projects.
  • Sound financial planning and budget management skills.
  • Proven ability to develop, implement, monitor and deliver results through work plans and training plans.
  • Demonstrated team management, mentoring abilities and experience supporting staff teams.
  • Proven understanding and commitment to addressing gender and equity issues.
  • Strong time management, planning and prioritization skills.
  • Strong interpersonal, networking, representation, negotiation and communication skills.
  • Strong verbal and written English skills

Position Description:
The Trainer, reporting to the HUB Coordinator, will deliver EQWIP HUBs training at various project locations in the country.  S/he will facilitate and coordinate training activities for young people, including related training support services, to build livelihood capacity.  S/he will establish and maintain positive, collaborative and productive relationships with project staff, implementing partners, youth participants and relevant stakeholders.

KEY RESPONSIBILITIES
  • Coordinate youth participant outreach, application process and selection
  • Support coordination of training schedule in and outside of HUB
  • Oversee printing/production of training materials and resources
  • Lead training activities
  • Ensure quality management of training
  • Facilitate data collection for M&E framework
  • Liaise and coordinate with consortium partners and implementing partners to ensure effective delivery of training activities
  • Perform other duties as delegated by the HUB Coordinator
ESSENTIAL QUALIFICATIONS
  • University Diploma
  • 5 to 7 years of facilitation, training and coordination experience
  • Understanding of and experience with participatory training techniques
