Job Title: HR Management Trainer

Report to: Grants Manager

Background
LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President's Emergency Plan for AIDS Relief. Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations. The approach focuses on reaching key populations, ensuring testing, improving their enrollment in HIV care and treatment, and retaining them in the service continuum over time. Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs and government, and to provide capacity development support through provision of direct technical assistance as well as through South to South mentoring. Targeted focus areas for LINKAGES are the five districts of Jakarta and three districts in Papua.

LINKAGES Indonesia is partnering with 9 CSOs in Jakarta and 3 CSOs in Papua to reach out to key populations in target focus areas of LINKAGES.  LINKAGES also is partnering with 4 private clinics, to develop their capacity to be an effective and efficient facilities and KP friendly at the same time.

To support the development of organizational capacity of these partners, it was determined through ITOCA process that the partners need Human Resources Capacity Development such as reviewing and improving HR manuals to consider the best practice of recruitment, grading/payroll system and working hour management and how to apply it.

A one-week workshop will be conducted to all CSOs and Clinical partners of LINKAGES to develop HR Management capacity of the partners, and LINKAGES would need consultant/s to be the facilitator of the workshop.

Objective
The goal of the workshop is to give understanding to the importance of a good management of Human Resources and how to apply it to each perspective organization of LINKAGES partners.  The main aspects that will be trained are: Updating Human Resource Manual to adopt HR management best practices and to match to the needs of organization and how to perform.

Expected result of the workshop are:

  • Each partner understands the importance of a good Human Resource Manual
  • Participants will have knowledge the best practices and how to do:
    • Time recording (working hour (to different project), annual and sick leave, etc)
    • Recruitment and termination
    • Setting up grading system, promotion mechanism and salary increment mechanism
  • Participants will have the ability to update Human Resource Manuals
SCOPE

  • Prepare for workshop module and materials for HR Management Workshop that covers the main aspects written in the Objective section
  • Perform 4-day workshop
  • Conduct pre and post workshop assessment

Burung Indonesia Membuka Lowongan Village Facilitator Penempatan di Gorontalo

Burung Indonesia tengah menjalankan program  Ecosystem Restoration Concessions (ERC) for Tropical Rainforest Conservation in Indonesia di Provinsi Gorontalo. Program yang didukung oleh BMU Germany melalui KfW Development Bank ini dilaksanakan bekerja sama dengan Pemerintah Republik Indonesia. Program ini akan memperkuat strategi adaptasi masyarakat dan ketahanan ekosistem dengan mengembangkan strategi pengelolaan lanskap berkelanjutan. Tujuan lain dari program ini meliputi konservasi keanekaragaman hayati di hutan produksi, mitigasi dan adaptasi terhadap perubahan iklim dan peningkatan sumber penghidupan masyarakat.

Village Facilitator (kode posisi VF) bertugas di desa lokasi program Burung Indonesia di Gorontalo.

GAMBARAN UMUM
Memfasilitasi perencanaan pembangunan partisipatif masyarakat desa berdasarkan kesepakatan pelestarian alam desa (KPAD) untuk mendukung proses pelestarian alam dan peningkatan penghidupan masyarakat. Melaksanakan pengembangan kemitraan usaha ekonomi, penguatan kelompok, memfasillitasi proses monitoring partisipatif pelaksanaan KPAD serta tugas fasilitasi masyarakat di desa-desa pada lokasi program.

PERSYARATAN

  • Pendidikan S1 bidang antropologi, sosiologi, komunikasi, pertanian, ekonomi, kehutanan atau kualifikasi pengalaman profesional yang relevan.
  • Memiliki pengalaman dalam pengembangan masyarakat dan fasilitasi program pembangunan desa sekurang-kurangnya dua tahun. Terbuka untuk lulusan baru yang potensial. 
  • Paham pendekatan fasilitasi masyarakat menggunakan metode partisipatif seperti PRA atau metode perencanaan partisipatif lainnya.
  • Menguasai strategi pengembangan ekonomi dan peningkatan kapasitas masyarakat, berdasarkan konteks budaya dan sosial setempat.

Responsibilities

Challenge TB
KNCV is the lead partner in Challenge TB (CTB), the new USAID-funded 5-year global program to decrease TB mortality and morbidity in high burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), Family Health International (FHI 360), Interactive Research & Development (IRD), Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), Program for Appropriate Technology in Health (PATH), The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization. The overarching strategic objectives of Challenge TB are to improve access to quality patient centred care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms.

Currently KNCV is looking for a: Provincial Senior Technical Officer TB

Duty Station: DKI Jakarta

The Provincial Senior Technical Officer TB will provide technical assistance to the National TB Program in the respective province, and to ensure the implementation of TB programmatic management, activities and work plans in targeted sites are in line with the National standard, CTB and KNCV-standards, and achieve the targets. S/he will provide up to date technical guidance and contributes to continuous learning to within KNCV and coalition partners at the provincial level; ensures evaluation and documentation of interventions to collect and share lessons learnt; maintaining KNCV standards of work in the respective province; as well as overall responsible for knowledge management within his/her team.

Key Responsibilities include:

Technical Assistance
  • Provide technical assistance to province and/or district health offices and partners in the implementation and monitoring of the TB/provincial & district work plans. This includes but is not limited to the areas of: Universal Access (District PPM, Provider Engagement, Advocacy); Quality Services (PMDT, TB-HIV), community support in TB control and surveillance.
  • Identify problem(s) in CTB implementation and advise the Provincial Coordinator on necessary corrective actions, follow-up on these actions, and prepare brief reports on findings and recommendations.
  • Link public and private hospitals in the respective province/duty station to the NTP through adoption of the national DOTS strategy; and create a private-public TB control network (including referral links, uniform recording and reporting system, laboratory network with quality assurance, access to and quality of DR-TB and TB-HIV services.
  • Facilitate establishment of PPM team (Hospital, Work Place, Prison and Private practitioners, NGO), and assist in their functioning in accordance with national standard.
  • Work closely with Provincial health office and partners to ensure comprehensive planning, quality and timely implementation of and reporting on the CTB work plan progress.
  • Assist province and district health office and partners in CTB-implementation problem solving.
Coordination
  • Manage the district TO’s and the Lab TO in their work planning, -execution and reporting.
  • Facilitate appropriate input from the RO technical department to ensure quality activity implementation according to latest technical program insights.
  • Prepare (monthly, quarterly and annual technical provincial and district plans and ensure timely reporting in collaboration with M&E Officer and Data Officer, incl. recommendations.
  • Draft, collect input and finalize: TOR’s, TAR’s, Purchase Request, Expense Report and Activity Report, respecting all requirements, within appropriate timeframe. Also approve technically and administratively of those prepared by TO’s.
  • Supervise and ensure effective filing of Project documentation according to CTB guideline.

Knowledge Management
  • Provides input to KNCV strategy by providing provicial context information.
  • Initiates and facilitates discussions with regards to  TO – TB work on the provincial level.
  • Develops and maintains her/his knowledge in the technical areas related to his/her work.

Resource Mobilization/Relation Management
  • Contributes to proposals for funding.
  • Maintains relations with selected partners and institutions.
  • Shares KNCV strategic viewpoints with partners and institutions.

Qualifications and Competencies:
  • Educational Qualification
  • Medical Doctor/Officer preferably with a NGO background, a degree in public health, epidemiology or comparable qualification.
  • Non-civil servant.

Specific Competencies
  • Minimum 7 years of working experience in Public health/medical science or management preferably in health/TB control program
  • Excellence communication and negotiation skills
  • Preferably with knowledge in Project Management and TB program
  • Thorough knowledge of MS Office
  • Good English

About the program
Cardno was awarded a design and implement contract for the Kemitraan Indonesia Australia untuk Infrastrucktur (Indonesia Australia Partnership for Infrastructure) (KIAT). The design is now complete and Cardno is currently in negotiations with DFAT for the implementation of the program. KIAT is a 10-year facility with an indicative budget of A$300m.

Technical Officer – Laboratory
Duty Station: Medan, North Sumatera

The Provincial Technical Officer – Laboratory will provide technical assistance to Provincial Health Office/Provincial Health Laboratory/Balai Laboratorium Kesehatan Propinsi to enhance TB Lab services, networking and quality assurance at the provincial level.

Key Responsibilities include:
  • Provide technical assistance at provincial level on TB Lab Strengthening Program, networking and external quality assurance.
  • Provide technical assistance in the implementation of GeneXpert and other new TB rapid diagnostic tools where necessary and monitor the progress.
  • In coordination with Senior TO Lab in RO, assist in the development of TB Laboratory guidelines, SOPs, forms and other documents as necessary in line with international practices.
  • Assess whether microbiology test for TB diagnosis are carried out in accordance with TB Laboratory guidelines.
  • In coordination with Senior TO Lab in RO, facilitate training on TB Lab techniques such as microscopy/culture/DST at provincial level, etc.
  • Improve performance of external quality assurance on TB microscopy/culture/DST.
  • In coordination with Senior TO Lab in RO, Provincial Health Office and Provincial Health Laboratory to establish Intermediate Reference Labs for EQA microscopy in the respective province.
  • Provide technical assistance in the functioning of individual laboratory and the development of TB Lab network in provincial level.
  • Submit periodical progress reports and field visit report in accordance with KNCV-CHALLENGE TB guidelines to the Provincial Coordinator/respective Technical Team Leader in RO.
  • Participate in the regular coordination meetings with Dinas Kesehatan Provinsi and other partners.
  • Attend provincial, regional, national or international meetings as required and after consultation with the KNCV- CHALLENGE TB Country Director and Director of Technical Service.

Qualifications and Competencies:
  • Medical microbiology degree, clinical microbiology/pathology, biology or other relevant degree.
  • Minimum of 2-3 years of experience in laboratory and diagnostic microbiology.
  • Preferably with good knowledge in TB diagnostic (microscopic examination, culture/Drug Susceptibility Testing and new TB diagnostic tools).
  • Good knowledge in laboratory management and biosafety.
  • Expert in operating MS Office.
  • Good communication skills, Fluent in English oral and written.

The Trainer, reporting to the HUB Coordinator, will deliver EQWIP HUBs training at various project locations in the country.  S/he will facilitate and coordinate training activities for young people, including related training support services, to build livelihood capacity.  S/he will establish and maintain positive, collaborative and productive relationships with project staff, implementing partners, youth participants and relevant stakeholders.

KEY RESPONSIBILITIES
  • Coordinate youth participant outreach, application process and selection
  • Support coordination of training schedule in and outside of HUB
  • Oversee printing/production of training materials and resources
  • Lead training activities
  • Ensure quality management of training
  • Facilitate data collection for M&E framework
  • Liaise and coordinate with consortium partners and implementing partners to ensure effective delivery of training activities
  • Perform other duties as delegated by the HUB Coordinator
ESSENTIAL QUALIFICATIONS
  • University Diploma
  • 5 to 7 years of facilitation, training and coordination experience
  • Understanding of and experience with participatory training techniques
  • Ability to collaborate with partners and colleagues
  • Excellent skills in planning and coordination
  • Passion for working with youth; an understanding of the current situation for young people
  • Proven ability to develop and monitor work plans and training plans
  • Strong interpersonal and communication skills
  • Strong verbal and written Indonesia and English skills required
  • Ability to work in English
  • Applicant must be citizen of INDONESIA
