Challenge TB 
KNCV is the lead partner in Challenge TB (CTB), the new USAID-funded 5-year global program to decrease TB mortality and morbidity in high burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), Family Health International (FHI 360), Interactive Research & Development (IRD), Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), Program for Appropriate Technology in Health (PATH), The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization. The overarching strategic objectives of Challenge TB are to improve access to quality patient centred care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms.
 
Currently KNCV is looking for a: Provincial Coordinator
 
Duty Station: DKI Jakarta 
The Provincial Coordinator will represent organization in Provincial level and responsible for coordination of all activities in his/her respective province. It includes plan, develop, coordinate, and monitor the activities of Challenge TB program in the province for which the PCO is appointed, maintain contacts with relevant authorities in the province, such as but not limited to the provincial and district health office and with partner organizations; monitor and ensure the effectiveness of staff as well as the development program of staffs’ in his/her team.
 
Job Qualifications:
  • Medical Doctor, Public Health, or comparable qualification
  • Experiences in health project/TB control/program management for at least 5 years.

Currently KNCV is looking for a: Provincial Senior Technical Officer TB

Duty Station: DKI Jakarta

The Provincial Senior Technical Officer TB will provide technical assistance to the National TB Program in the respective province, and to ensure the implementation of TB programmatic management, activities and work plans in targeted sites are in line with the National standard, CTB and KNCV-standards, and achieve the targets. S/he will provide up to date technical guidance and contributes to continuous learning to within KNCV and coalition partners at the provincial level; ensures evaluation and documentation of interventions to collect and share lessons learnt; maintaining KNCV standards of work in the respective province; as well as overall responsible for knowledge management within his/her team.

Key Responsibilities include:

Technical Assistance
  • Provide technical assistance to province and/or district health offices and partners in the implementation and monitoring of the TB/provincial & district work plans. This includes but is not limited to the areas of: Universal Access (District PPM, Provider Engagement, Advocacy); Quality Services (PMDT, TB-HIV), community support in TB control and surveillance.
  • Identify problem(s) in CTB implementation and advise the Provincial Coordinator on necessary corrective actions, follow-up on these actions, and prepare brief reports on findings and recommendations.
  • Link public and private hospitals in the respective province/duty station to the NTP through adoption of the national DOTS strategy; and create a private-public TB control network (including referral links, uniform recording and reporting system, laboratory network with quality assurance, access to and quality of DR-TB and TB-HIV services.
  • Facilitate establishment of PPM team (Hospital, Work Place, Prison and Private practitioners, NGO), and assist in their functioning in accordance with national standard.
  • Work closely with Provincial health office and partners to ensure comprehensive planning, quality and timely implementation of and reporting on the CTB work plan progress.
  • Assist province and district health office and partners in CTB-implementation problem solving.
Coordination
  • Manage the district TO’s and the Lab TO in their work planning, -execution and reporting.
  • Facilitate appropriate input from the RO technical department to ensure quality activity implementation according to latest technical program insights.
  • Prepare (monthly, quarterly and annual technical provincial and district plans and ensure timely reporting in collaboration with M&E Officer and Data Officer, incl. recommendations.
  • Draft, collect input and finalize: TOR’s, TAR’s, Purchase Request, Expense Report and Activity Report, respecting all requirements, within appropriate timeframe. Also approve technically and administratively of those prepared by TO’s.
  • Supervise and ensure effective filing of Project documentation according to CTB guideline.

Knowledge Management
  • Provides input to KNCV strategy by providing provicial context information.
  • Initiates and facilitates discussions with regards to  TO – TB work on the provincial level.
  • Develops and maintains her/his knowledge in the technical areas related to his/her work.

Resource Mobilization/Relation Management
  • Contributes to proposals for funding.
  • Maintains relations with selected partners and institutions.
  • Shares KNCV strategic viewpoints with partners and institutions.

Qualifications and Competencies:
  • Educational Qualification
  • Medical Doctor/Officer preferably with a NGO background, a degree in public health, epidemiology or comparable qualification.
  • Non-civil servant.

Specific Competencies
  • Minimum 7 years of working experience in Public health/medical science or management preferably in health/TB control program
  • Excellence communication and negotiation skills
  • Preferably with knowledge in Project Management and TB program
  • Thorough knowledge of MS Office
  • Good English

Technical Officer – Laboratory
Duty Station: Medan, North Sumatera

The Provincial Technical Officer – Laboratory will provide technical assistance to Provincial Health Office/Provincial Health Laboratory/Balai Laboratorium Kesehatan Propinsi to enhance TB Lab services, networking and quality assurance at the provincial level.

Key Responsibilities include:
  • Provide technical assistance at provincial level on TB Lab Strengthening Program, networking and external quality assurance.
  • Provide technical assistance in the implementation of GeneXpert and other new TB rapid diagnostic tools where necessary and monitor the progress.
  • In coordination with Senior TO Lab in RO, assist in the development of TB Laboratory guidelines, SOPs, forms and other documents as necessary in line with international practices.
  • Assess whether microbiology test for TB diagnosis are carried out in accordance with TB Laboratory guidelines.
  • In coordination with Senior TO Lab in RO, facilitate training on TB Lab techniques such as microscopy/culture/DST at provincial level, etc.
  • Improve performance of external quality assurance on TB microscopy/culture/DST.
  • In coordination with Senior TO Lab in RO, Provincial Health Office and Provincial Health Laboratory to establish Intermediate Reference Labs for EQA microscopy in the respective province.
  • Provide technical assistance in the functioning of individual laboratory and the development of TB Lab network in provincial level.
  • Submit periodical progress reports and field visit report in accordance with KNCV-CHALLENGE TB guidelines to the Provincial Coordinator/respective Technical Team Leader in RO.
  • Participate in the regular coordination meetings with Dinas Kesehatan Provinsi and other partners.
  • Attend provincial, regional, national or international meetings as required and after consultation with the KNCV- CHALLENGE TB Country Director and Director of Technical Service.

Qualifications and Competencies:
  • Medical microbiology degree, clinical microbiology/pathology, biology or other relevant degree.
  • Minimum of 2-3 years of experience in laboratory and diagnostic microbiology.
  • Preferably with good knowledge in TB diagnostic (microscopic examination, culture/Drug Susceptibility Testing and new TB diagnostic tools).
  • Good knowledge in laboratory management and biosafety.
  • Expert in operating MS Office.
  • Good communication skills, Fluent in English oral and written.

Finance & Admin Officer
Duty Station : Jakarta, Indonesia

The Finance & Admin Officer will responsible to ensure project accountability in provincial by monitor and review all expenses according to Yayasan KNCV Indonesia regulation and donors’ requirements.

Key Responsibilities include:
  • Reviewing and verifying financial budget for every program activity (TOR) proposed.
  • Assist Technical staff in developing program activity budget (work plan budget).
  • Monitoring project expenses to be match against the budget approved (ensure that the office expenditures do not run over the budget).
  • Ensures that all expenditure occurred according to the program activities are comply to the provisions of the Finance Policies and Procedures Manual issued by Yayasan KNCV Indonesia.
  • Maintaining office monthly cash flow (managing cash availability in bank account).
  • Monthly update on expenses.
  • Assist program and technical staff in day-to-day activity that related to finance and administrative area including guide and orient technical staff in preparing travel expense and advance reconciliation report.
  • Work with internal and external auditor when necessary.
  • Manage the office vehicle effective use, including extending the registration every year.
  • Responsible for the maintenance and repair of office facilities and vehicle.
  • Responsible of maintaining driver activities including overtime calculating and payment.
  • Ensure that the office filing systems and records are properly maintained for easy retrieval.
  • Maintain office supplies, stationaries and office equipment.
  • Responsible on updating inventory list & maintain office equipment according to Yayasan KNCV Indonesia guidelines.
  • Implement, monitor and control all aspects related to procurement & logistical needs for the program activities according to the administrative policies and procedure applied.
  • Perform other related duties as required.

Qualifications and Competencies:
  1. Educational Qualification:
    • Bachelor degree in Accounting or Public Administration.

The Project Assistant will support the technical staff with the administration of all national activities.

Key Responsibilities include:
  • Assist the Tehnical Officers for national activities in the planning, coordination and administration of successful project activity implementation such as organizing seminars/conferences/workshops, training, meetings (external and internal), presentations, etc.
  • Draft/type letters, documents and forms related to project activities.
  • Draft Terms of Reference and arrange for contracts to be prepared when needed.
  • Prepare travel itineraries, travel advances, travel arrangement and bookings.
  • Prepare liquidation report of the duty trips that have been completed.
  • Provide duty trip report (if participated) and remind other team members to prepare such reports.

Currently KNCV is looking for a: Governance & Relations Consultant (3 months consultancy)

Duty Station: Jayapura, Papua

The Governance & Relations Consultant will be responsible to implement the country advocacy strategy in the respective province to ensure that TB is included in local planning and budgets and to ensure commitment of local government to establish local regulation including engagement and regulation of private sector.

Key Responsibilities include:
  • Implement country advocacy strategy to increase local government funding for TB in the respective Challenge TB provinces and districts.  Undertake advocacy training with KNCV staff, local PPM teams, local patient groups and other stakeholders.
  • Implement the strategy in engaging local governments for a TB working group – including Local Planning Bureau/Bappeda, District Health Office, Local Government and local parliament Budgeting Team and other relevant government agencies or local authorities to develop and oversee the implementation of a roadmap and planning for TB control (district planning).
  • Responsible in the development of the capacity of local interest groups and elected councils to mobilize demand for improved services delivered by local governments, with a focus on TB Health care – whenever possible utilizing the Minimum Service Standard for TB program to demand accountability of local government in TB response.
  • Implement advocacy activities at the different levels for policy change and implementation; to increase local funding; strengthening human resources; and inform short, medium and long term planning.
  • Make effective use of data to advocate for change and to draw attention to TB.
  • Regularly review and assess the effectiveness of advocacy strategies, adapt as needed.

Qualifications and Competencies:
  • Bachelor Degree in Public health, Program Management, Health Policy, Communication or Management preferably has Master degree on related subject.
  • At least 3 years experience of working with local government planning and budgeting.
  • Knowledge of political, media and NGO coordination mechanisms.
  • Strong interpersonal skills, in particular, patience, diplomacy, discretion, facilitation and tact showing good judgement.
  • Experience of dealing with resistance:  skills in assertiveness, identifying and overcoming resistance, persuasion and negotiation.
  • Proactive approach to service provision, as well as the ability to organize partnerships and maintain good relations within internal and external KNCV.
  • Exceptional written and oral communication/presentation skills, in both Bahasa Indonesia and English.
