Amnesty International (AI) is establishing an office in Indonesia. We are seeking a proven expert on Indonesia, to lead on the development and implementation of campaigning strategies, and to manage and coordinate action on human rights concerns that ensures a lasting impact.

About the role
In this key role, you’ll be responsible for designing and coordinating our campaigns on Indonesia, working with researchers, legal specialists and capacity builders to build an integrated strategy for change. You’ll also provide advocacy support to Amnesty colleagues and activist partners across the nation and globally. You’ll certainly make a valuable contribution to effective management of our campaigning work, but we’ll also expect you to be self-sufficient; carrying out day-to-day admin, finance and impact reporting.

About you
Proven campaigning skills, impartial political judgement, excellent communication skills, coupled with strong strategic thought and an open and result oriented approach to your work are essential. So is specialist knowledge of Indonesia. Expertise in one or several human rights issue relevant to West Africa region would be an asset. You must have first-hand experience of Indonesia and awareness and understanding of its cultures. Fluency in English is essential.

The Center for Public Policy Transformation Job Vacancy: Research Coordinator, Jakarta - Indonesian

The Center for Public Policy Transformation (Transformasi) is a non-profit organization established in 2014 with the vision promote better policy making in Indonesia. The organization’s mission is (1) promoting high quality, collaborative studies that engage government, the public and domestic and international partners, (2) strengthening active knowledge networks between national and local policymakers, scholars and communities to promote evidence-based policymaking and (3) harnessing capacity of policymakers in policy making process. Transformasi works with think tank groups and various partners to conduct policy research, case study analysis and facilitate policy forum in order to identify the best possible recommendations for policy makers.

Transformasi is hence committed to building awareness of policy makers to recognize the importance of good information to address critical issues, deepening their understanding of existing problems and using such evidence to explore alternative policy options for an improved decision making.

Transformasi is seeking a dynamic Research Coordinator who can be the lead person in conducting, overseeing and supervising various research activities in-line with Transformasi program. The person will be in charge to develop strategic research program, steering research and assessment activities, supervise research consultant, ensure research quality and disseminate research result. The position will report to Executive Director and work closely with the Program Director and the Policy Advisor in developing and implementing the research activities. The duty station will be at Transformasi Headquarters in Jakarta (with travel to research and project sites).

Summary of duties and responsibilities

Lead the Transformasi Research Activities

  • Lead policy research at national and subnational levels, and conduct research tasks by preparing proposal and methodology, collecting, compiling, processing and analyzing data.
  • Composing policy briefs (in English) with the support of the consultants and other team issues as determined by the Directors.
  • Oversee and appoint research consultant, peer reviewer, enumerator, and surveyor.
  • Ensure the quality of research through expert consultation, peer review and other mechanism as required.
  • Oversee the development of database obtained from research and assessment activities (if needed).
  • Preparation publication of research results/reports, including but not limited policy briefs, op-ed, info graphic and journal publications.
  • Deliver presentations internal and external to Transformasi as required.
  • Contribute to other research activities as required.
Provide project management and cross coordination with other team

  • Coordinate meetings and dialogues in relation to the research work and activities.
  • Organizing public dialogues content, identifying speakers, oversee the preparation of proceedings with the support other team member.
  • Establish collaboration and cooperation with other experts and think tank organizations.
  • Organize workshops, field work, training of and knowledge sharing with key stakeholders and partners as required.
  • Maintain appropriate communications with key stakeholders and partners as required. These may include local and national government agencies; environmental and development, social advocacy NGOs; private companies if applicable; and donor organizations.
  • Represent Transformasi in meetings as required.
  • Other duties as deem necessary.
Qualifications:

  • Master’s degree in economics, policy studies, social sciences, natural resources, other related disciplines.
  • Minimum 10 years previous experience in research work and related fields.
  • Demonstrated strong knowledge on natural resource economic or fishery are an advantage.
  • Competent in personal organization and priority setting, with the ability to work effectively under time pressure, tight deadline and to manage multiple priorities.
  • Has initiative and is capable of working independently as well as being an effective team player.
  • Has good interpersonal and communication skills, with the ability to effectively interact with people in a multi-disciplinary and multi-cultural environment.
  • Has experience working with a wide and diverse network of groups and individuals.
  • Knowledge in qualitative and or quantitative research in policy, socio, and economic studies.
  • Knowledge in comparative studies.
  • Excellent in written and spoken English.
  • Good computer skills with database application.

UNIDO Job Vacancy: Project Assistant to RECP Project Indonesian - Bandung

Duration of Contract: 1 year full time, with possibility for renewal and extension depending on satisfactory performance appraisal and continued project funding.

Project Context
Under the supervision of Project Manager (PM) and day to day with Chief Technical advisor (CTA)  provides administrative and financial support to RECP project (In all project site and partners in Indonesia based in Bandung) in line with Financial/procurement rules and regulations using SAP system.

Main Duties
  • Responsible for the administrative and financial tasks related to the overall activities of RECP project including the assistance to the CTA and to project activities such as meetings, consultations, missions, workshops and seminars.
  • Arrange logistics for several  missions, i.e hotel bookings, consultations and prepare draft programme; confirm appointments with projects, counterparts, local authorities etc.
  • Monitor the Field Operating Budget of the RECP project, raise Shopping Carts/Purchase Orders in SAP/SRM for all procurements (incl. payments of the subcontracts), assets. Raise Shopping carts for payments through Straight Expenses (SE) and Operational Cash Advance (OCA). Follow up with HQ (RPF/OD) and FIN/APT the issuance of ASR; submit to HQ budget revisions as required and keep records of all supporting documentations.
  • Raise Trips in SAP Travel Management for the project staff; ensure logistics for the trip is in place (Visa, hotel, DSA etc.) and also raise Expense Report in SAP/TM collecting supporting documents of the mission.
  • Maintain an updated local inventory of assets and reports procurement of new assets to PSM/GES.
  • Assist CTA in non technical language translation required for administrative/accounting purpose.
  • Route/co-ordinate incoming & outgoing correspondence and take appropriate action as directed by CTA.
  • Review Office, subcontractors and project/project  partner bills, prepare requests for payments to UNIDO HQ, follow up and communicate outcome to concerned parties.
  • Screen incoming mail and drafts replies for CTA signature, provides relevant background information whenever necessary, keeps track of pending matters, follows up with partners offices on deadlines.
  • Maintain files (both paper and electronic) and databases related to projects work (all partners and sub contractors), projects ASRs.
  • Maintain the proposed activity plan and liason with  demo units/estate management/project partner and subcontractor in consultation with CTA.
  • Performs other duties as assigned by CTA.
Requirements

Education:
Secondary education completed -- Advanced university degree in Administration or other relevant discipline with a specialization in finance will be an asset.

Technical and Functional Experience:
A minimum of 5 years practical experience in the field of administration, including experience at the international level involving technical cooperation in developing countries. Exposure to the needs, conditions and anticipated problems in Indonesia.

Languages:
Fluency in written and spoken English and Bahasa is required. Fluency and/or working knowledge of another official UN language, desirable

Kemitraan Partnership Job Vacancy: Project Communications Manager - Indonesian

Currently Kemitraan is embarking on a new project to support stakeholder engagement and technical assistance to finalize Indonesia’s REDD+ architecture, in particular its financing instrument. To complete our team we have an immediate vacancy for a high caliber Indonesian to fill the position of PROJECT COMMUNICATIONS MANAGER

Duties and Responsibilities
Works in a small team of Project Advisors to coordinate communications at different levels of the project, and reports to the Senior Advisor and the Executive Director (ED). The project entails close collaboration with the Indonesian Ministry of Forestry and Environment (KLHK). Specific responsibilities include:
  • Supports the development of project Communications and Consultations strategy
  • Contribute to and ensure publication of project communication outputs (newsletters/ website/pamphlets/infographics)
  • In consultation with project advisors, arrange media gathering or press conference and prepare press releases
  • Attend selected project meetings
  • Support project events organizing
  • Attend and take minutes of project team meetings

FASILITATOR PENGEMBANGAN MASYARAKAT (CDF)
Lokasi Bekerja : Kepulauan Mentawai - SUMATERA BARAT
Yayasan Fondasi Hidup (Food for the Hungry/FH) adalah organisasi sosial non pemerintah yang bertujuan untuk mengentaskan kemiskinan masyarakat secara terpadu (holistik) baik kemiskinan jasmani maupun kemisikinan rohani. FH bekerja di bidang Kesehatan, Pengembangan Ekonomi Masyarakat, Pendidikan, dan Pengurangan Resiko Bencana melalui pemberdayaan masyarakat (komunitas) dampingan.  Saat ini, kami sedang mencari kandidat terbaik dan menyukai pekerjaan di tengah masyarakat untuk mengisi posisi tersebut.
Tujuan Posisi:
Fasilitator Pengembangan Masyarakat bertanggungjawab untuk semua kegiatan FH  di lapangan yaitu kegiatan di bidang pendidikan, penghidupan dan kesehatan. CDF akan bekerjasama dengan staff teknis (education officer, livelihood officer dan health officer) untuk menjamin kegiatan di lapangan berjalan dengan baik. Tanggungjawab CDF dapat ditambahkan saat dianggap penting oleh manajemen.
Syarat & Kompetensi

Currently we are looking for: Evaluator for Gender Justice Programme 2013-2016, Oxfam in Indonesia

Background 
As defined in the Oxfam Country Strategy (OCS) for Indonesia developed in 2015, for Oxfam in Indonesia, Gender Justice means that women and girls are participating equally in all economic, social, political and cultural aspects of their lives, having leadership roles, accessing resources and services and participating in decisions that affect their lives (OCS, 2015). Regardless of the works that has been done by gender activists in Indonesia, as well as increasing Government of Indonesia’s commitment,  to increase gender equality; , Indonesia’s Gender Inequality Index (GII) remains low. The 2014 GII released by the UNDP stated that Indonesia holds the 110th position of 188 countries. This indicated that the achievement of gender justice in the country remains an ongoing challenge.

In accordance to Indonesia’s Oxfam Country Strategy (OCS) of 2015 (and similarly the Joint Country Assessment and Strategy (JCAS) before that), Oxfam in Indonesia aims that “By 2020, women and girls are having control over their body and their lives, access over resources and participate in decision making where it affects their lives and that of their families and communities.” In achieving that, Oxfam in Indonesia’s Gender Justice (GJ) Programme (supported by the Australia-NGO Cooperation Programme (ANCP) through Oxfam Australia) are designed as a standalone programme, specifically designed to address gender justice issues in four interlinked focal areas: (1) strengthening women movement, (2) increasing women political participation, (3) reducing Violence Against Women and Girls (VAWG), and (4) engaging men and male-dominated organization in promoting women leadership and reducing Gender Based Violence. 

Objective 
The main objective of the evaluation is to review the strategies and approaches used by the GJ programme and assess the success of the programme in achieving the desired results.
The specific objectives of the evaluation is to evaluate the following aspects of the programme: 
  • The relevance to the real needs and problems of the right beneficiaries
  • The efficiency in terms of the cost to achieve project results
  • The effectiveness in achieving project goals and objectives with special attention on how achievement in focal area 4 contributes to focal area 2 and focal area 3
  • The impact of the project in the wider society
  • The sustainability of the project 
  • Partnership issues between Oxfam and partners as well as between partners and partners 
  • An accountability mechanism in distributing the information
  • Learning drawn from the monitoring and evaluation mechanism.
Scope of Work
The evaluation will cover the period of April 2013 - June 2016 and will evaluate programme result against the GJ programme’s four objectives:

  • Women’s movement has a strong voice in promoting women rights and is capable to address the challenges of gender inequality
  • More women and girls will have decision making roles and (social, political and economic) influence at local and national levels
  • More women and girls will be living free from violence and the threat of Gender Based Violence
  • More men and male-dominated organizations make efforts to promote women leadership and reduce Gender Based Violence; 
From April 2013 - June 2016, the programme has been conducted in the national level (Jakarta) and in six provinces in Indonesia: East Nusa Tenggara, West Nusa Tenggara, South Sulawesi, Central Sulawesi, Bali, and Papua. However, as Oxfam in Indonesia no longer works in Papua, Papua will not be a part of the evaluation.

The stakeholders consulted in this evaluation will consist of:
  • GJ programme partners
  • Beneficiaries of GJ programme
  • Relevant local government and legal institutions in programme areas 
Metodology
The evaluation will be conducted by a team of consultant (a lead evaluator and a co-researcher) whom will be reporting to Oxfam.  The evaluators will be responsible for developing the design for the evaluation and data collection tools that will be used in the evaluation. Furthermore, the evaluation will use a mix of quantitative and qualitative data collection method that will be built upon the previous Mid-Term Evaluation of the programme, conducted in 2013. The design should take into account the following principles:
  • A collaborative approach, engaging staff, partners and other key stakeholders as appropriate (e.g. donors and/or OAU) in the design, implementation and review phases.
  • A participatory evaluation with particular emphasis on approaches that capture a cross-section of views from program stakeholders including target groups [1] of each project.
  • Use of random sampling and standardised questionnaires etc. to capture changes. Use of purposeful sampling and qualitative and participatory methods/tools to generate understanding of why changes have occurred, capture lessons learnt e.g. semi-structured interviews, focus group discussions, desk studies, PRA techniques such as Venn diagrams, ranking and scoring etc.
  • Triangulation and cross-checking of data through using multiple sources and multiple methods. 
  • Schedule for information collection and specify who will be responsible for making the information available.
  • Outline the approaches for analysis and interpretation of data.
  • Include a process of review of the analysis, findings and recommendations with alliance and network members.
  • Adhere to Oxfam’s guidelines on ethical research. 
Competencies, Experience and Skill requirements 
This evaluation will be led by experienced evaluators with extensive knowledge on the women’s movement and gender justice issues, as well as capable of working in various contexts.

The experiences expected from the team are as follow: 

The Lead must have the capacity in participatory evaluation, especially in women’s movement and gender justice.

Overall, the team should have knowledge, experience and competencies in: 
  • Significant experiences in evaluation
  • Minimum 5 years of development work in gender and/or women’s movement
  • Good understanding of rights based approach
  • Hold good facilitation skills, especially in doing consultation with decision makers
  • Strong analytical skill and quantitative and qualitative data collection
  • Good communication skills
  • Demonstrate writing skills in both English and Indonesian
  • Familiar in operating Microsoft Office programs such as Word, Excel and Power Point
Output
The main output expected will include: 
  • Design, method, and tools for evaluation 
  • First draft of report summary—including the executive summary, background, methodology, findings, conclusion, and recommendation 
  • Primary data will be Oxfam’s property. Oxfam is responsible for the safekeeping and use of the data in the fufure 
  • Draft of full report in English
  • Final report in English, maximum 35 pages
Proposal and Budget
Proposals are invited institutions and personal meet the profile described above. The proposal should outline the consultant’s profile (including their CV/resume), proposed management arrangements, and examples of previous work. Proposals must also include a clear itemized budget. Any proposals that do not include an itemized budget will not be considered.
