Pendahuluan
Kemitraan bagi pembaharuan tata kepemerintahan, selanjutnya disebut Kemitraan, merupakan lembaga yang mempromosikan, mendorong dan berusaha mewujudkan perbaikan tata kelola kepemerintahan di Indonesia. Terdapat dua unit utama yang dilaksanakan Kemitraan, yaitu tata kelola pembangunan berkelanjutan (Sustainable Development Governance) dan tata kelola demokrasi dan keadilan (Democratic and Justice Governance). Misi Kemitraan adalah mendiseminasikan, meningkatkan dan institusionalisasi prinsip-prinsip tata kelola kepemerintahan yang baik dan bersih diantara pemerintah, masyarakat sipil dan kalangan bisnis, yang memperhatikan hak asasi manusia, keseimbangan gender, masyarakat marjinal dan kelestarian lingkungan. Misi  Kemitraan tersebut kemudian diturunkan menjadi program-program utama, salah satunya adalah Sustainable Environment Governance (SEG) yang mendorong perbaikan tata kelola sektor lingkungan hidup dan kehutanan, perluasan hak dan akses masyarakat untuk dapat mengelola sumberdaya alam serta mempromosikan  penurunan emisi gas rumah kaca, baik melalui program mitigasi dan/atau adaptasi perubahan iklim.

Pada tahun 2016 Kemitraan telah lulus akreditasi Adaptation Fund sebagai implementing entity di Indonesia dan  dapat mengajukan proposal pendanaan program adaptasi kepada Adaptation Fund. Selain itu CSO dan lembaga-lembaga lain di Indonesia juga dapat mengajukan proposal adaptasi perubahan iklim  sebagai Implementing Partner  Kemitraan dan mendapatkan endorsement dari pemerintan Indonesia. program adaptasi  bertujuan untuk memperkuat kapasitas penduduk dan institusi lokal, serta masyarakat yang rentan, untuk beradaptasi dan meningkatkan ketangguhan terhadap dampak perubahan iklim saat ini ataupun di masa datang.

Indonesia telah menghasilkan RAN API (Rencana Aksi Nasional Adaptasi Perubahan Iklim) sebagai pedoman bagi tindakan adaptasi perubahan iklim di Indonesia. Secara umum ada lima sektor utama dalam RAN API yaitu ketahanan ekonomi (mencakup keamanan pangan dan kedaulatan energy), ketahanan ekosistem (ekosistem dan biodiversitas), ketahanan sosial dan sumber penghidupan (mencakup kesehatan, perumahan, dan infrastruktur), ketahanan daerah-daerah khusus (mencakup pesisir dan pulau-pulau kecil), dan sistem pendukung.   Kajian kerentanan perubahan iklim  juga telah dilaksanakan di banyak kabupaten/kota di seluruh Indonesia, kerjasama antara Kementerian Lingkungan Hidup dan Kehutanan, Bappenas dan organisasi masyarakat sipil,  yang dapat menjadi landasan bagi implementasi program dan kegiatan adaptasi. Disisi lain metode dan tools untuk penilaian resiko bencana juga telah digunakan oleh Badan Nasional Penanggulangan Bencana (BNPB), yang didalamnya juga mencakup bencana akibat perubahan iklim.

Pemerintah, melalui Kementerian Lingkungan Hidup dan Kehutanan telah menerbitkan Permenlhk No. P.33/2016 tentang Pedoman Penyusunan Aksi Adaptasi Perubahan Iklim. Kebijakan ini bertujuan untuk memberikan pedoman bagi pemerintah dan pemerintah daerah dalam menyusun aksi adaptasi perubahan iklim dan mengintegrasikan dalam rencana pembangunan suatu wilayah dan/atau sector spesifik.

Prioritas Program Adaptasi
Program adaptasi harus membantu menguatkan strategi adaptasi pemerintah dan dapat mengurangi kerentanan dan risiko dari perubahan iklim, serta dapat dirasakan dampaknya oleh kelompok rentan sebagai penerima manfaat. Program tersebut memuat strategi adaptasi yang efektif dan potensial untuk diperluas dan direplikasi. Program adaptasi diharapkan melibatkan banyak pihak misalnya komunitas, pemerintah lokal dan sektor swasta serta memiliki muatan yang inovatif misalnya belum pernah dilakukan sebelumnya.

Di Indonesia pendanaan  program adaptasi diprioritaskan untuk usulan kegiatan Pengembangan  sektor kehutanan, pertanian, perikanan dan kelautan untuk memperkuat ketahanan pangan dan mendorong peningkatan ekonomi kelompok rentan yang tinggal di dalam dan sekitar hutan serta pesisir dan pulau-pulau kecil. Inovasi program pada berbagai lokasi prioritas juga diharapkan berkontribusi pada  perbaikan tata kelola penanganan perubahan iklim (climate governance), yang memperjelas peran dan fungsi para pihak dalam program adaptasi perubahan iklim.

Lokasi Program
Proyek ini diarahkan untuk dilaksanakan di wilayah Indonesia Timur, khususnya Provinsi Nusa Tenggara Barat, Nusa Tenggara Timur, Kalimantan Timur,  Kalimantan Utara, Sulawesi Selatan, Maluku, Maluku Utara, Papua dan Papua Barat, yang mempunyai nilai kerentanan iklim tinggi berdasarkan Sistem Informasi Data Indeks Kerentanan (SIDIK) Kementerian Lingkungan Hidup dan Kehutanan, Indeks Resiko Bencana BNPB dan/atau hasil penghitungan indeks resiko dan kerentanan lain yang dihasilkan oleh lembaga-lembaga nasional dan internasional yang dapat dipertanggungjawabkan. Lokasi kegiatan diharapkan mencakup wilayah pesisir dan pulau-pulau kecil (desa-desa nelayan di sekitar pesisir), wilayah yang rawan mengalami kegagalan panen, wilayah di dalam dan sekitar hutan dengan aktivitas tebas bakar yang tinggi serta wilayah dengan kondisi lahan gambut yang rentan terhadap kerusakan akibat kebakaran maupun sebab lainnya.

Pendanaan
Besarnya pendanaan untuk setiap usulan proposal konsep proyek adalah US $ 500,000 – US $ 1,000,000.  Permohonan dana selain melalui satu  institusi, dapat melalui konsorsium (gabungan beberapa lembaga). Setiap lembaga atau konsorsium hanya dapat mengajukan 1 usulan konsep proposal, dengan periode pelaksanaan maksimal 24 bulan. Proses pengajuan usulan kegiatan
Setelah pengumuman call for project concept proposal, pengusul dapat menyampaikan usulan kegiatan ke Kemitraan. Usulan kegiatan harus dibuat dengan menggunakan formulir usulan konsep proposal adaptation fund. Usulan kegiatan harus dibuat dan diserahkan dalam bentuk format elektronik (MS Word 2003 compatible atau versi yang lebih baru) paling lambat tanggal 4 April 2017 jam 17.00 WIB, ke E-mail: suci.maisyarah@kemitraan.or.id dan info@kemitraan.or.id

Usulan kegiatan yang akan disampaikan harus memperhatikan:  1. Proposal Konsep proyek tidak melebihi 20 halaman yang tertera di dalam formulir/template ( di luar lampiran);  2. Proposal Konsep proyek  dibuat dalam  Bahasa Inggeris;  3. Penamaan file proposal dengan format: NAMA LEMBAGA-ADAPTASI-KEMITRAAN; 4. Dokumen yang disampaikan tidak melebihi 10 MB;  5. Usulan kegiatan  yang diserahkan setelah batas penerimaan berakhir tidak dapat diproses lebih lanjut.

Siapa yang Dapat Mengajukan Usulan Kegiatan
  • Undangan untuk memasukkan usulan kegiatan ini ditujukan kepada organisasi masyarakat sipil dengan pengalaman kerja di bidang pengelolaan sumber daya alam dan perubahan iklim.
  • Organisasi masyarakat sipil yang dapat mengajukan usulan kegiatan ini adalah Lembaga Swadaya Masyarakat (LSM), Kelompok Swadaya Masyarakat (KSM), universitas, lembaga penelitian, lembaga riset non-pemerintah dan APIK Indonesia. APIK Indonesia Network selain mengusulkan proposal juga membantu penyusunan proposal di region masing-masing.
  • Pengusul kegiatan harus mempunyai status badan hukum serta sistem pengelolaan kerja dan sistem keuangan yang mapan.
  • Pengusul kegiatan harus menyiapkan informasi pendukung (legal documents) yang diserahkan bersamaan dengan usulan meliputi: a. Fotokopi akta notaris/Surat Pengukuhan dari Kementerian/Lembaga terkait, b. Struktur organisasi, c. Surat dukungan dari pemerintah/pemerintah daerah.

Yayasan Bina Usaha Lingkungan (YBUL), established in 1993, is a non-profit organization located in Jakarta, experienced and specialized in promoting and implementing programs in renewable energy, clean development mechanism and community based environmentally friendly small- and medium-sized business empowerment through education, capacity building, feasibility studies and policy advocacy as well as access to microfinance and linking small- and medium-sized businesses to technology, market and financial access. YBULs focus is particularly on rural communities.

With world attention focused on both the environment and the economy, Environmental Defense Fund (EDF) is where policymakers and business leaders turn for win-win solutions.  With programs from Boston to Beijing, EDF focuses on strong science, uncommon partnerships and economic-based approaches. EDF’s Oceans Program works in the world’s top 12 fishing nations to implement sustainable fishing that produces more fish in the water, more food, and more prosperity.

The YBUL-EDF Sustainable Ocean Program under YBUL was established in 2015. The Program’s primary objectives are to promote sustainable fisheries reform in Indonesia with a focus on strengthening the enabling conditions for sustainable fishing and designing and implementing fishery management models on the water that demonstrate social, economic and ecological benefits and how to achieve them.

The YBUL-EDF Program, together with the Ministry of Marine Affairs and Fisheries (MMAF), Starling Resources and other partners is contributing to the Inisiatif Pengelolaan Perikanan Rajungan Berkelanjutan (IPPRB). The IPPRB aims to design and implement sustainable fishery management for Rajungan through participatory and science-based planning and decision-making among government, fishing communities and the value chain.  The focus area is WPP 712 and a pilot site is being implemented along the east coast of Lampung Province including the three districts of Lampung Timur, Tulang Bawang and Lampung Tengah.

Lampung Fishery Project Manager

The IPPRB is already underway and supporting local stakeholders to design and implement collaborative management is the focus of the coming stages which include socialization, capacity development, setting local fishery goals and establishing harvest and value chain strategies to achieve them. The Lampung Fishery Project Manager will be responsible for assisting the YBUL-EDF team and partners to implement the Lampung IPPRB project. S/he will be the YBUL-EDF local representative working closely with local government, fishing communities, mini-plants and processors among other stakeholders.  S/he will oversee implementation of activities for which the YBUL-EDF team will provide specialize expertise including fishery science, fishing practices, and fishery management tools and strategies. The Manager will collaborate with the YBUL-EDF team to prepare project strategies, work plans, budgets, and reports.  S/he will maintain frequent communication with the Jakarta-based staff and partners.

Role and responsibilities:
  • Based in Lampung, serve as YBUL-EDF’s local representative to contribute our specialize fisheries expertise to help local stakeholders design and implement the IPPRB.
  • Build strong and collaborative relationships with stakeholders, serve as our main contact with local government, fishing communities, university and value chain partners, and conduct frequent outreach throughout the project area.
  • Play a leading role in conceiving, designing and organizing strategic, planning and technical meetings and workshops engaging local stakeholders. (Logistics support is provided.)
  • With the YBUL-EDF team, conduct research and analyses to support the work of local stakeholders to design and implement fisheries management with innovative solutions under the IPPRB.
  • Maintain regular contact with the Jakarta-based YBUL-EDF team.
Requirements:
  • Master’s degree with minimum 5-7 years of relevant experience in fisheries or natural resource management or bachelor degree with minimum 10 years of relevant experience.
  • Demonstrated ability to communicate, coordinate and work collaboratively with diverse stakeholders in professional and field setting relevant to Lampung.
  • Demonstrated experience in guiding large-scale group of stakeholders and projects including strategic planning, communications, project implementation and results.
  • Ability to learn and apply YBUL-EDF’s outreach scientific, technical and policy tools to analyze, understand challenges and develop fishery management solutions.
  • Existing network of relevant government, value chain, community and university contacts (preferred).
  • Willingness to learn local and understand the local society and community priorities politics as they relate to economic development, fisheries and environmental affairs.
  • Demonstrated ability to work independently, meet deadlines, and produce high-quality results.
  • Excellent communications in Bahasa Indonesia and English, and ability to communicate with local stakeholders.

The Partnership for Governance Reform in Indonesia (Kemitraan) is a multi-stakeholder organization promoting and advancing governance reform to achieve fair, democratic and sustainable welfare of the people. Currently Kemitraan is embarking on a new project to support stakeholder engagement and technical assistance to finalize Indonesia’s REDD+ architecture, in particular its financing instrument. Duties and Responsibilities
Works in a small team of Project Advisors to coordinate communications at different levels of the project, and reports to the Senior Advisor and the Executive Director (ED). The project entails close collaboration with the Indonesian Ministry of Forestry and Environment (KLHK). Specific responsibilities include:
  • Supports the development of project Communications and Consultations strategy
  • Contribute to and ensure publication of project communication outputs (newsletters/ website/pamphlets/infographics)

The Center for International Forestry Research (CIFOR) envisions a more equitable world where forestry and landscapes enhance the environment and well-being for all. CIFOR is looking for Director, Human Resources

Overview 
The Director will provide the organization with overall strategic human resources leadership and will contribute to CIFOR’s initiatives. The Director will ensure the development and implementation of global best practices in human resources management and will foster a workplace environment consistent with the organization's values and mission. The Director will lead the Human Resources (HR) team in the provision of proactive and results-oriented services.

The Director reports to the Director General and is a member of the CIFOR Executive Management Committee.

Responsibilities:
  • As a member of the Executive Management Committee (EMC) the Director will:
    • Participate in the overall management of the organization
    • Prepare and lead HR discussions at monthly EMC meeting 
    • Contribute to the development of the Center's plans and initiatives, providing advice from the perspective of the impact on staff. 
  • Develop, review and update the HR strategy and management policies, systems and practices in order to:
    • Fully support the implementation of CIFOR's strategy 
    • Reflect global best practices in human resources management, including best practices in gender and diversity 
    • Meet ethical standards and legal requirements, especially in compliance with regulations at the national level that affect our offices around the world.
  • Assisted by HR professionals, plan, develop, and manage the human resources functions, which include: 
    • HR strategy, design and implementation:

    • Staffing and contract management:

    • Develop parameters for and oversee an equitable compensation and benefits structure, including salary packages and benefits pertaining to health care, retirement, insurance, leave and expatriation (e.g. housing, education assistance, relocation and repatriation, and other relevant benefits); and
    • Continually assess the internal equity and also the competitiveness of the compensation programs against the relevant comparable organizations and markets.
  • Performance Management:
    • Oversee the performance management process, and assist the management in the analysis of both individual and team performances.
  • Learning and development:
    • Lead needs assessment to identify competency, knowledge and talent gaps, and develop professional development plans, learning and training programs based on organizational and individual needs.
    • Manage the upward feedback program for the senior management team; and

  • HR Information Systems:
    • Enhance and/or develop and implement the HR Information Systems (HRIS) to improve the overall operation and effectiveness of the organization. In particular, ensure the HRIS database provides timely and accurate information.
  • Employee relations:
    • As a senior internal consultant and facilitator assist managers and employees in resolving employment and/or performance issues; and
    • Provide managers with coaching and technical advice in people management.
  • Personnel administration:
    • Ensure that all personnel transactions follow the appropriate procedures and that all requirements are met prior to the approval of a transaction.
Lead, manage and evaluate the HR team plan and facilitate the development of performance plans for the team members. Lead the team in providing expert and customer-oriented services. 
 
Introduce international HR policies, programs and issues to the team and establish standards for the organization in these areas. Understand the differences among national and international policies that affect our work, and coordinate the integration of policies and programs where possible. 

Plan and manage HR annual budgets and other financial accountabilities of the Human Resources Division. 
 
Liaise with centers, institutions and initiatives within the Consultative Group for International Agricultural Research. 
 
Support the CIFOR Board of Trustees and serve as secretary to the Nominations and Human Resources Committee.

Carry out other relevant tasks and projects as required by, and mutually agreed with, the Director General. 

Requirements:

Education, knowledge and experience
  • Advanced degree in Human Resources Management, Business Administration or related studies and progressive experience in International HR management preferably in an international organization;
  • Extensive human resources knowledge, with experience in change management and organizational development;
  • Have sound judgment, demonstrate exceptional facilitating skills, and have proven diplomatic and influencing skills;
  • Value the sharing of information and continuous improvement in a cooperative atmosphere of constructive evaluation and learning, and committed to staff development;
  • Outstanding written and spoken English is required, while proficiency in other international languages is desirable. 
Terms and Conditions: 
  • This is an internationally recruited staff (IRS) position;
  • Competitive remuneration in US Dollars commensurate with skills and experience;
  • The appointment will be for a period of two years, inclusive of a nine-month probationary period with the possibility of extension contingent upon performance, continued relevance of the position and available resources; 
  • The duty station will be in Jakarta/Bogor, Indonesia.
