Coral Triangle Initiative Job Vacancy: Legal and Agreement Specialist - Manado, North Sulawesi

CTI - CFF Regional Secretariat Vacancy as Legal and Agreement Specialist for CTI - CFF ( LAS )

Background
The Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) is a multilateral partnership of six countries working together to sustain extraordinary marine and coastal resources by addressing crucial issues such as food security, climate change and marine biodiversity. There is broad scientific consensus that the Coral Triangle represents a global epicenter of marine life abundance and diversity. Spanning only 1.6% of the planet’s oceans, the Coral Triangle region is home to the highest coral diversity in the world with 600 corals or 76% of the world’s known coral species. It contains the highest reef fish diversity on the planet with 2,500 or 37% of the world’s reef fish species concentrated in the area. It also a spawning and nursery ground for six species of threatened marine turtles, endangered fish and cetaceans such as tuna and blue whales. These unparalleled marine and coastal living resources provide significant benefits to the approximately 363 million people who reside in the Coral Triangle, as well as billions more outside the region. As a source of food, income and protection from severe weather events, the ongoing health of these ecosystems is critical.

The CTI–CFF Regional Secretariat is mandated to promote regional cooperation, sharing of lessons, and facilitate learning across the six (6) Coral Triangle countries - Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands and Timor-Leste. The Regional Secretariat also coordinates and monitors the progress in achieving the CTI–CFF Regional Plan of Action (RPOA) goals. Its main activities cover the following areas: organizational development, outreach and communication, regional coordination and mechanisms, technical and thematic working groups, development of key regional reports, and capacity development. It also serves as the main liaison and for all CTI–CFF official functions such as the annual CTI-CFF Senior Officials Meetings (SOM) and the bi-annual CTI-CFF Ministerial Meetings (MM).

In a view to promote and anticipate the increasing current workload of the CTI-CFF Regional Secretariat in the near future, and considering the implementation of legally binding measures to help strengthen the operations and implementation of the CTI-CFF goals and targets, the Secretariat needs additional resource and seek for experienced individual for the following position as Legal and Agreement Specialist (LAS). This position will specifically handle a variety of legal-subject matters in the Secretariat and serve as an integral member of the management team that will play a lead role in the design and technical implementation of Secretariat activities.

Job Mission
  • The Applicant shall facilitate and be responsible for providing legal advice and services in regard of CTI-CFF Regional Secretariat.
  • The Applicant will also ensure any other documents including but not limited to agreements, letters, regulations and documentations are legally binding to comply with host country’s regulations as well as applied in international best practices.

Job Illustration
The Applicant must perform the activities to his/her best professional ability and comply with international best-practices. The Applicant is mainly responsible to:
  • Prepare and provide any legal documentation in relation with internal and/or external parties including but not limited to agreement, letters, decree, and MoU in full subject-matters;
  • Engaging with the government institutions and partners in coordinating, facilitating, and convening regular meeting to follow up regarding the relevant legally binding matters such as MOU and Host Country Agreement;
  • Provide legal advices or opinions including but not limited to the letters, agreements, MOU, and publication materials as required by Executive Director or Regional Secretariat in general;
  • Prepare, maintain and organize knowledge products and other collateral materials in legal matters which are used for the regional exchanges, and Senior Officials’ Meeting / Ministerial Meeting;
  • Participate in such meetings and activities related to the law which regarding to the work plan of CTI-CFF Regional Secretariat or as may be reasonably requested;
  • Managing the production and dissemination of legally binding materials (e.g., publications, factsheets, videos, photos, etc.) to update the CTI-CFF, and Executive Director in particularly;
  • Perform special assignments which consigned by Executive Director of CTI–CFF including but not limited to correspondence, planning, meetings, conference calls, internal and external communication, documentation and report;
  • Provide support as may be required by the Regional Secretariat i.e. preparation of reports, presentation materials, decision documents and the like.

Expected Output
The expected outcome is to ensure that any kind of activities and the resulting products which related to CTI-CFF Regional Secretariat in accordance with the applicable rules and regulations.

Coordination and Reporting
The Legal and Agreement Specialist of CTI–CFF Regional Secretariat will report directly to the Finance and Administration Senior Manager of CTI–CFF Regional Secretariat in the daily implementation and completion of the services and deliverables outlined in TOR.

Competency Requirements
  • Nationality of the Applicant is Indonesia;
  • University degree in Legal or Master degree especially in International Law and Public Policy would be an advantage; 
  • At least 5 years of experience in delivering legal advice and services implemented by corporation/national/international/ NGO/Government;
  • Extensive knowledge and understanding in full legal subject-matters including but not limited to letters, agreements, MoU, rules and regulations; 
  • Demonstrate an understanding on marine, fisheries, and coral environment or other relevant issues is a plus;
  • Excellent analytical and problem solving skills;
  • Excellent in communication skill in Bahasa and English (with spoken and written);
  • Ability to work independently as well as part of a team with people in multidisciplinary teams and institutions;
  • Good in personal organization, planning and priority setting;
  • Excellent in facilitation and presentation skills;
  • Computer literacy and ability to effectively use office technology equipment;
  • Assignment location in Manado, North Sulawesi – Indonesia

Period of Performance
  • The period of performance will be annual basis with possibility to be extended, and commences on the appointment date;

GIZ - ISED Project Job Vacancy: Tourism Cooperation Advisor - Lombok & Jakarta

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. Since 1957, German Development Cooperation with Indonesia has been evolving steadily, adjusting its course to match Indonesia's development needs. GIZ has been working in Indonesia since 1975, mainly on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and other German Ministries, as well as other development partners and the private sector.

In the context of the bilateral development cooperation between the Governments of Germany and Indonesia, the new bilateral programme “Innovation and Investment for Inclusive Sustainable Economic Development (ISED)” will assist the Government of Indonesia and the private sector in strengthening the capacities of private and public actors for promoting inclusive and sustainable employment in Indonesia. It combines support for technical and vocational education and training (TVET) with those for private sector development (PSD) in a holistic approach. The new programme will, on one side, provide consultancy, networking, expertise and capacity building for the TVET system reform in Indonesia on national level, based on key aspects of the German approach to TVET (such as strong cooperation with industry, learning in the work-process and recognised standards). On the other side, ISED works on sectoral and regional level. As a first sector and region in this context, ISED will promote sustainable tourism development in Lombok by enhancing both private-public cooperation in TVET, supporting inclusive business models and linking and matching between supply and demand of human resources in that sector and region - as well as ensuring the transfer of best practices and experiences to the national level.

GIZ is seeking one (1) qualified Indonesian candidates for the following position:

Tourism Cooperation Advisor

Responsibilities
The Tourism Coordination Advisor will focus on the coordination aspect of the integrated approach to employment and inclusive business promotion in the sector “sustainable tourism” in Lombok, but will work closely and coordinate his/her activities with the other two advisors in this field, namely the “Tourism TVET Advisor” and the “Tourism Private Sector Development Advisor” who will work on the other aspect of this integrated approach to employment and inclusive business promotion in the sector “sustainable tourism” in Lombok. The Tourism Coordination Advisor will ensure the link between supply and demand (link and match) of human resources in the sustainable tourism sector and Lombok region and the transfer of the experiences in the sustainable tourism sector in Lombok to other regions and sectors as well as to the national level. In addition to that, it will focus on enabling the development of public sector support in the field of tourism (Lombok/NTB as well as on national level) with emphasis on good employment. Within the team, it will act as Key Account for cooperation with public sector partners, both in Lombok and at national level. Tourism Coordination Advisor will therefore work both in Jakarta and Lombok (intermitting) and reports directly to the Senior Advisor Inclusive Business / Teamleader Inclusive Business in Jakarta.

Tasks

Project Implementation
  • Analysis of existing public strategies and programmes in the tourism sector in Lombok, NTB, in particular with regards to their impact on local employment
  • Analysis of relevant capacity development needs of public sector partners with regards to private sector oriented employment promotion, design, introduction and implementation of relevant capacity development measures
  • Assistance of public partners in the (further) development of policies and masterplans in favor of employment in the tourism sector (in particular in Lombok) and development of policies, masterplans and programmes to enable private-sector-oriented technical and vocational training provision, in particular in Lombok
  • Assistance of public and private partners in the creation of a favorable business environment for green and inclusive business models (in particular in tourism), both at national level and in Lombok
  • Linking up of national and regional level policies, ensuring smooth and effective implementation of national level policies and promotion strategies at regional level
  • Main responsibility for the development, organisation and implementation of Public-Private Dialogue Platforms (in cooperation with other advisors)
  • Facilitate the implementation strategies for improved TVET jointly performed by public and private entities.
  • Support Key Account Private Sector Engagement in forming partnerships with private sector and development of green and inclusive business models
Networking and cooperation
  • Creating and maintaining a network to relevant public sector partners with relevance to the tourism sector in Lombok and at national level
  • Close interaction with other advisors within ISED
Knowledge management and Public Relations
  • Regular documentation and reporting of project progress
  • Knowledge Management for responsible Outputs and Activities
  • Contribution to M&E of ISED
  • Contribution to Public Relations Products of ISED
  • Active support of knowledge transfer to other Key Accounts and to ISED Jakarta office colleagues
Internal tasks
  • Monitoring costs related to his/her field of activity and reports to the senior advisor/ team leader on a regular basis
  • Active support of the Monitoring & Evaluation system of ISED for his/her responsible area (including support in baseline, midline, endline as applicable)
  • Assisting in general project planning and monitoring of ISED
  • Whenever necessary, provision of information and documents necessary to GIZ internal administration processes
  • Support in GIZ order management (e.g. offer preparation, impact monitoring, project progress review, reporting)
Required qualifications, competences and experience

Qualifications

  • Bachelor/Master degree in a field related to business, economics, political science or similar – or equivalent training
Professional experience
  • At least 5 years’ professional experience
  • Proven working experience in development cooperation and/or public sector with relevance to TVET and/or private sector development projects
  • Working experience related to the tourism sector
Other knowledge, additional competences
  • Good knowledge of private sector development and TVET, good understanding of commercial business models and sustainability topics related to private companies activities
  • Good understanding of the Indonesian and Lombok system of technical and vocational training, overview of technical and vocational training providers in Lombok
  • Existing network to public sector partners in Indonesian government related to development cooperation, private sector development and tourism, both at national level and in Lombok
  • Excellent language skills: Bahasa Indonesia and English (fluent in writing and speaking), ideally knowledge of German
  • Open and communicative personality, networker
  • Good management and organisational skills
  • Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to split working time between Jakarta and Lombok

OXFAM International Job Consultant: Evaluator for Gender Justice Programme 2013 - 2016

Background 
As defined in the Oxfam Country Strategy (OCS) for Indonesia developed in 2015, for Oxfam in Indonesia, Gender Justice means that women and girls are participating equally in all economic, social, political and cultural aspects of their lives, having leadership roles, accessing resources and services and participating in decisions that affect their lives (OCS, 2015). Regardless of the works that has been done by gender activists in Indonesia, as well as increasing Government of Indonesia’s commitment,  to increase gender equality; , Indonesia’s Gender Inequality Index (GII) remains low. The 2014 GII released by the UNDP stated that Indonesia holds the 110th position of 188 countries. This indicated that the achievement of gender justice in the country remains an ongoing challenge.

In accordance to Indonesia’s Oxfam Country Strategy (OCS) of 2015 (and similarly the Joint Country Assessment and Strategy (JCAS) before that), Oxfam in Indonesia aims that “By 2020, women and girls are having control over their body and their lives, access over resources and participate in decision making where it affects their lives and that of their families and communities.” In achieving that, Oxfam in Indonesia’s Gender Justice (GJ) Programme (supported by the Australia-NGO Cooperation Programme (ANCP) through Oxfam Australia) are designed as a standalone programme, specifically designed to address gender justice issues in four interlinked focal areas: (1) strengthening women movement, (2) increasing women political participation, (3) reducing Violence Against Women and Girls (VAWG), and (4) engaging men and male-dominated organization in promoting women leadership and reducing Gender Based Violence. 

Objective 
The main objective of the evaluation is to review the strategies and approaches used by the GJ programme and assess the success of the programme in achieving the desired results.
The specific objectives of the evaluation is to evaluate the following aspects of the programme: 
  • The relevance to the real needs and problems of the right beneficiaries
  • The efficiency in terms of the cost to achieve project results
  • The effectiveness in achieving project goals and objectives with special attention on how achievement in focal area 4 contributes to focal area 2 and focal area 3
  • The impact of the project in the wider society
  • The sustainability of the project 
  • Partnership issues between Oxfam and partners as well as between partners and partners 
  • An accountability mechanism in distributing the information
  • Learning drawn from the monitoring and evaluation mechanism.
Scope of Work
The evaluation will cover the period of April 2013 - June 2016 and will evaluate programme result against the GJ programme’s four objectives:

  • Women’s movement has a strong voice in promoting women rights and is capable to address the challenges of gender inequality
  • More women and girls will have decision making roles and (social, political and economic) influence at local and national levels
  • More women and girls will be living free from violence and the threat of Gender Based Violence
  • More men and male-dominated organizations make efforts to promote women leadership and reduce Gender Based Violence; 
From April 2013 - June 2016, the programme has been conducted in the national level (Jakarta) and in six provinces in Indonesia: East Nusa Tenggara, West Nusa Tenggara, South Sulawesi, Central Sulawesi, Bali, and Papua. However, as Oxfam in Indonesia no longer works in Papua, Papua will not be a part of the evaluation.

The stakeholders consulted in this evaluation will consist of:
  • GJ programme partners
  • Beneficiaries of GJ programme
  • Relevant local government and legal institutions in programme areas 
Metodology
The evaluation will be conducted by a team of consultant (a lead evaluator and a co-researcher) whom will be reporting to Oxfam.  The evaluators will be responsible for developing the design for the evaluation and data collection tools that will be used in the evaluation. Furthermore, the evaluation will use a mix of quantitative and qualitative data collection method that will be built upon the previous Mid-Term Evaluation of the programme, conducted in 2013. The design should take into account the following principles:
  • A collaborative approach, engaging staff, partners and other key stakeholders as appropriate (e.g. donors and/or OAU) in the design, implementation and review phases.
  • A participatory evaluation with particular emphasis on approaches that capture a cross-section of views from program stakeholders including target groups [1] of each project.
  • Use of random sampling and standardised questionnaires etc. to capture changes. Use of purposeful sampling and qualitative and participatory methods/tools to generate understanding of why changes have occurred, capture lessons learnt e.g. semi-structured interviews, focus group discussions, desk studies, PRA techniques such as Venn diagrams, ranking and scoring etc.
  • Triangulation and cross-checking of data through using multiple sources and multiple methods. 
  • Schedule for information collection and specify who will be responsible for making the information available.
  • Outline the approaches for analysis and interpretation of data.
  • Include a process of review of the analysis, findings and recommendations with alliance and network members.
  • Adhere to Oxfam’s guidelines on ethical research. 
Competencies, Experience and Skill requirements 
This evaluation will be led by experienced evaluators with extensive knowledge on the women’s movement and gender justice issues, as well as capable of working in various contexts.

The experiences expected from the team are as follow: 

The Lead must have the capacity in participatory evaluation, especially in women’s movement and gender justice.

Overall, the team should have knowledge, experience and competencies in: 
  • Significant experiences in evaluation
  • Minimum 5 years of development work in gender and/or women’s movement
  • Good understanding of rights based approach
  • Hold good facilitation skills, especially in doing consultation with decision makers
  • Strong analytical skill and quantitative and qualitative data collection
  • Good communication skills
  • Demonstrate writing skills in both English and Indonesian
  • Familiar in operating Microsoft Office programs such as Word, Excel and Power Point
Output
The main output expected will include: 
  • Design, method, and tools for evaluation 
  • First draft of report summary—including the executive summary, background, methodology, findings, conclusion, and recommendation 
  • Primary data will be Oxfam’s property. Oxfam is responsible for the safekeeping and use of the data in the fufure 
  • Draft of full report in English
  • Final report in English, maximum 35 pages

The proposal should outline the consultant’s profile (including their CV/resume), proposed management arrangements, and examples of previous work. Proposals must also include a clear itemized budget. Beasiswa S1 - S3 Dari Pemerintah Rumania Tahun 2017

Jika sebelumnya ditawarkan beasiswa Pemerintah Hongaria untuk jenjang S2 dan S3, beasiswa satu ini menawarkan kuliah gratis mulai program S1, S2, hingga S3. Pemerintah Rumania untuk tahun akademik 2017 – 2018 secara khusus membuka kembali beasiswa penuh bagi mahasiswa internasional di luar Uni Eropa, terutama Indonesia untuk melanjutkan studi ke Rumania. Ada 85 kursi beasiswa yang disediakan tahun ini untuk berbagai tingkatan.

Bila terpilih, penerima beasiswa nantinya akan dibebaskan dari biaya kuliah, biaya akomodasi untuk asrama mahasiswa, serta diberikan tunjangan hidup bulanan masing-masing 65 euro untuk jenjang S1, 75 euro untuk S2, dan 85 euro untuk S3. Meski dibebaskan dari biaya pendidikan dan disediakan tunjangan hidup bulanan, beasiswa Pemerintah Rumania ini tidak mencakup biaya makan, transportasi internasional dan lokal, serta biaya lain yang mungkin muncul. Biaya tersebut masih harus diediakan sendiri oleh penerima beasiswa. Tapi, tentunya Anda tidak perlu lagi memikirkan biaya kuliah.

Jenjang studi:

  • First cycle (licenta): Skema ini ditujukan bagi lulusan sekolah menengah atas atau yang setara. Program berlangsung 3 - 6 tahun, tergantung pilihan jurusan

Tahapan setelah pengumuman:

  • Kemdikbud Rumania akan menerbitkan Acceptance Letter to Study in Romania. Surat ini juga akan menyebutkan program persiapan bahasa Rumania (jika diperlukan) dan institusinya
  • Apabila ternyatan universitas yang dipilih tidak memiliki slot, maka Kemdikbud Rumania akan menawarkan slot di universitas lain yang kurang lebih memiliki profil yang sama, disesuaikan dengan ktersediaan slot. Calon penerima beasiswa juga memiliki hak untuk menolak tawaran tersebut, yang kemudian akan dianggap menolak beasiswa.
  • Setelah menerima acceptance letter, calon penerima beasiswa harus menghubungi Kedubes Rumania untuk mengajukan aplikasi long-stay visa. Aplikasi visa harus diserahkan sebelum 11 Juli 2017
  • Calon penerima beasiswa harus mengkonfirmasi keputusannya untuk menerima atau menolak basiswa paling lambat 11 Juli 2017
  • Semua kelengkapan dokumen harus siap sebelum tanggal 18 Agustus 2017
  • Pada periode tanggal 1 - 15 Oktober 2017, calon penerima beasiswa harus datang secara pribadi untuk mendaftar ke Kemdikbud Rumania, Departemen Hubungan Internasional (General Berthelot Street[1] nr. 28-30, sector 1 Bucharest, tel. 0040 (0)21 405 62 12, fax 0040 (0)21 312 66 14), dengan membawa:
    • Semua dokumen pendaftaran yang asli
    • Acceptance letter
    • Paspor (asli dan salinan) yang telah mendapatkan visa "SD"
Penerima beasiswa akan menerima Minsiter's Marticulation Order untuk ditunjukkan pada saat pendaftaran di universitas yang menerima bersangkutan, dilengkapi dokumen-dokumen yang diminta.
